Although national and international aspects of the global sport system have become more important in the past decades, it is still at the local level where most of the sporting activities are realized. In order to draw attention to this aspect, the European Association for the Sociology of Sport (eass) chose the title “Local sport in Europe” for its 4th conference that was held in Münster, Germany in 2007. Given the impact that successive court rulings have had on the organisation of the sports movement in the past 15 years, the autonomy of non-governmental sports organisations has become a highly topical concern in Europe. It is also closely related to the issue of governance, the subject of previous Council of Europe studies. The Enlarged Partial Agreement on Sport (EPAS) decided to explore the concept of autonomy in greater depth by studying the conceptual, political, legal, economic and psycho-sociological aspects of the subject. This study was carried out at the request of the EPAS by the Swiss Graduate School of Public Administration (IDHEAP) on the basis of a questionnaire sent to public authorities in charge of sport and to national and international umbrella sports organisations. In addition to an analysis of the data obtained, documents produced by public authorities and sports organisations on this emerging issue are presented. This study contributes to a better understanding of the concept of autonomy and offers a clear picture of the issues involved.

This book takes a closer look at the societal functions of sports clubs by using the broad range of empirical data of a comparative study. There is a limited amount of up-to-date knowledge on the functions of sports clubs and their potential to promote public health, social cohesion and democratic participation through volunteering and thus contribute to public welfare in European societies. Most of the existing studies are country-specific and therefore do not allow for making comparisons from a cross-national perspective. In light of this, the project ‘Social Inclusion and Volunteering in Sports Clubs in Europe’ (SIVSCE) collected, analysed and discussed comparable data and knowledge across ten European countries and disseminated this knowledge to politicians, sports professionals and sports volunteers in Europe. The SIVSCE project contains comparative data of clubs as well as of members in selected sports clubs. In each country chapter, the comparative data from the SIVSCE project is put together in a coherent way. Particularly, the data of the member survey give in-depth information about the fulfillment of the different functions of sports clubs (e.g. extension of democratic participation, social integration). Providing in-depth data related to policy issues, structure and management of clubs and individual member surveys, this book will be useful for students―particularly those in sports management programmes―as well as researchers and practitioners in social science and economics.

The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

Sport is often at the centre of battles for rights to inclusion linked to class, race and gender, and this book explores struggles centred on disability in different cultural settings in Europe, North America, Africa, Asia and Oceania. It challenges oversights and assumptions about the ‘normal’ body, and describes how individual and organizational transformations can occur through sport.
