National data for the performance of China's economy are misleading. China remains a series of partially integrated regional economies. A long-held assumption has been that if the coastal areas grow first, that growth in the less developed regions will follow. In this book, the authors examine this topic.
The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The initiative draws not only on Brookings's deep bench of China and East Asia experts, but also on the tremendous breadth of the institution's security, strategy, regional studies, technological, and economic development experts. Areas of focus include the evolution of China's domestic institutions; great power relations; the emergence of critical technologies; Asian security; China's influence in key regions beyond Asia; and China's impact on global governance and norms. Global China: Assessing China's Growing Role in the World provides the most current, broad-scope, and fact-based assessment of the implications of China's rise for the United States and the rest of the world.

Mark Beeson and Fujian Li address these questions by comprehensively exploring the nature, effectiveness, and implications of China¿s foreign policy strategy in Asia and Australia.
Since the end of the World War II, nation states have formed regions to give them some protection from the processes of globalization and internationalization. Against this background, the contributors consider the position of China in the processes of regional competitive interdependency. This book offers analysis at three levels: internal, regional, and global. Chapters consider China’s position in regional post-socialist associations such as the BRICS, the Shanghai Cooperation Organization (SCO), the Eurasian Economic Union (EEU), the Silk Road Economic Belt and the ‘One Belt, One Road’ (OBOR). Contributors discuss how membership in these regional bodies is likely to enhance China’s economic power, strategic position, and political importance. A major theme addressed is whether these new powers will become complementary to the American-led economic core countries or evolve as countervailing powers. Contributors suggest that linkages favored by China’s regional associations are more ‘network’ based and informal in character. They are more in keeping with regionalization rather than regional blocs such as the European Union, which have ‘locked in’ members to market-driven institutions. Thus, these new developments move away from a neo-liberal market perspective and satisfy the needs of members to retain their economic and political sovereignty. This book considers whether these new regional blocs led by China will perform a ‘transformative’ process for the international order or become an alternative—supplementary to, but not replacing, the existing institutions of the North. An important topic is the relationship of Russia and China to the Central Asian countries of the former USSR and the interaction between the Russia-led Eurasian Economic Union and the Chinese initiative of the Silk Road Economic Belt. There is potential for the evolution of an alliance between China and Russia against the neo-liberal order led by the USA. Concurrently, they bring out possible the tensions between Russia’s and China’s conflicting interests over influence in Central Asia. Reactions to China’s rise include the Trump administration’s movement from a multilateral to a bi-lateral trade policy and the threat of discriminatory tariffs for China. The contributors seek to promote a better appreciation of China’s role in regional associations, and the implications of contemporary developments in economic, geo-political, and international political affairs in the 21st century.
China’s Belt and Road Initiative (BRI) is intended to radically increase investment and integration along a series of land and maritime routes. As the initiative involves more than 100 countries or international organizations and huge amounts of infrastructure construction, cooperation between many different markets is essential to its success. Cheung and Hong have edited a collection of essays that, between them, examine a range of practical issues facing the BRI and how those issues are being addressed in a range of countries. Such challenges include managing financing and investment, ensuring infrastructure connectivity, and handling the necessary e-commerce and physical logistics. Emphasizing the role of Hong Kong as an intermediary and enabler in the process, this book attempts to tackle the key practical challenges facing the BRI and anticipate how these challenges will affect the initiative’s further development. The book provides a holistic and international approach to understanding the implementation of the BRI and its implications for the future economic integration of this huge region. The rise of China has been shaped and driven by its engagement with the global economy during a period of intensified globalization, yet China is a continent-sized economy and society with substantial diversity across its different regions. This means that its engagement with the global economy cannot just be understood at the national level, but requires analysis of the differences in participation in the global economy across China’s regions. This book responds to this challenge by looking at the development of China’s regions in this era of globalization. It traces the evolution of regional policy in China and its implications in a global context. Detailed chapters examine the global trajectory of what is now becoming known as the Greater Bay Area in southern China, the globalization of the inland mega-city of Chongqing, and the role of China’s regions in the globally-focused belt and road initiative launched by the Chinese government in late 2013. The book will be of interest to practitioners and scholars engaging with contemporary China’s political economy and international relations.
China’s relations with its neighbors have evolved since 1949, and in the 21st century many scholars argue that China’s rising power has led it to be increasingly domineering over those smaller countries in Northeast, Southeast, Central, and South Asia. The evolution of China’s regional relations needs to be examined comprehensively, since China counts twenty-seven countries as its "neighbors" large and small. While China’s official policy toward all of these countries is to treat them as "good neighbors" and "partners," some of these relationships have been spectacularly deteriorating, while others have been quietly improving over the last two decades. Jackson takes a comparative foreign policy approach, and compares China’s status as a regional hegemon with the United States, Russia, India, Brazil, South Africa and Nigeria. The result is a broader theory as to why regional powers are sometimes intimidating and at other times accommodating. An important contribution to studies on China, this book will prove useful to scholars and students in Chinese and Asian foreign policy, comparative foreign policy, and international relations.
In the last two decades, China's western inland region has largely been left out of the nation's economic boom. While its 355-million population accounts for 28% and its land area for 71% of China's total, the region's share of the national GDP is under 20%. Since 1999, Beijing has implemented the West China Development Program to boost the region's growth. To study the major domestic issues and the global implications of this program, the University of Victoria's Centre for Asia-Pacific Initiatives organized and hosted a multidisciplinary international conference on March 6?8, 2003. This volume of papers presented at the conference offers perspectives on the issues by leading experts of diversified academic disciplines from China, Canada, the US, and other countries.
As China and the U.S. increasingly compete for power in key areas of U.S. influence, great power conflict looms. Yet few studies have looked to the Middle East and Africa, regions of major political, economic, and military importance for both China and the U.S., to theorize how China competes in a changing world system. China's Rise in the Global South examines China's behavior as a rising power in two key Global South regions, the Middle East and sub-Saharan Africa. Dawn C. Murphy, drawing on extensive fieldwork and hundreds of interviews, compares and analyzes thirty years of China's interactions with these regions across a range of functional areas: political, economic, foreign aid, and military. From the Belt and Road initiative to the founding of new cooperation forums and special envoys, China's Rise in the Global South offers an in-depth look at China's foreign policy approach to the countries it considers its partners in South-South cooperation. Intervening in the emerging debate between liberals and realists about China's future as a great power, Murphy contends that China is constructing an alternate international order to interact with these regions, and this book provides policymakers and scholars of international relations with the tools to analyze it.
