Spain has never worked as a democracy. Throughout the country's history only one system of government has ever enjoyed any real success: dictatorship and the use of violence. Violence, in fact, is what Spain is made of, lying at the heart of its culture and identity, far more so than any other western European nation. In 1861, just a few years before Confederation, 84 per cent of Canadians lived in rural areas; today, it’s less than 20 per cent. Our municipal governments are asked to do more for their citizens than ever before, yet they must confront myriad challenges – from the public health pandemic to the housing crisis – without the tools they need. They have no constitutional protection from jurisdictional overstepping by provincial governments and no assurance that they will be able to complete any effort they undertake. The Past, Present, and Future of Canadian Cities explores the historical functions of municipalities, their current ability to tackle major problems, and what the future holds for shifting legal and political powers. This volume examines how pre-Confederation cities came to have their current constitutional and legislative forms; how current local governments make decisions within existing legal parameters, highlighting Indigenous-municipal relationships and emergency management; and, finally, looks to the world to investigate future innovation in municipal governance. The Past, Present, and Future of Canadian Cities makes the case that constitutional concepts must be repurposed to support the transition from nation-building to city-building in a global context.
The end of the second millennium witnessed an increase in science-fictional apocalyptic narratives globally. There is a noteworthy difference between such fictions from Latin America and the anglophone world and those from Spain, in which scientific explanations of events coexist with biblically-inspired plots, characters and imagery. This is the first book-length study of either science-fictional novels or apocalyptic literature in that country, analysing six such works between 1990 and 2005. Within a theoretical framework that includes critical and genre theories, archetypal criticism, and biblical scholarship, the book explains this phenomenon as a result of three historical factors: the ‘Two Spains’, Spanish ‘difference’, and the ‘Pact of Silence’, a tacit agreement that made justice and accountability impossible in the name of a peaceful transition to democracy. It repressed any processing of the historical trauma experienced during the Civil War and dictatorship, trauma that manifests itself symbolically in these fictions.
