In order to improve the quality and efficiency of youth employment, this book examines the cases of the Romanian labour market and of youth employment performance. Recent developments in the labour market participation of young people indicate an accentuation of labour market segmentation and a decrease in job security for young people, with the risk of exclusion and marginalization, fuelled by longer transition processes towards decent employment. This transition may seem clear when one looks at two aspects: education and employment. The challenge the transition towards employment presents is faced by all, regardless of one’s level of education, as employment security is uncertain. The situation young people find themselves in when they finish school and have no job opportunities is a rather delicate one as society offers no “safety nets”. This book, as well as others in the ADAPT Labour Studies Book-Series, explains the challenges young people deal with while playing a vital role within the community they live in. As Kafka has been quoted as saying, “Youth is happy because it has the ability to see beauty. Anyone who keeps the ability to see beauty never grows old”. Therefore, young people, and those young at heart, perform an integral role in society, and they must be well integrated to enable their successful engagement within their communities.

Romania is an active player in various international higher education areas, while undergoing a series of higher education reforms within its national framework. The Higher Education Evidence Based Policy Making: a necessary premise for progress in Romania project was implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) in the timeframe February 2012 – February 2014, being co-financed by the European Social Fund through the Operational Programme “Administrative Capacity Development”. The project aimed to increase the capacity of public administration for evidence-based policy making in the field of higher education, while focusing on good practices at international level and impact assessment. With the contribution of the national and international experts, the project has generated a number of analysis and studies on the existing higher education public policies (quality assurance, internationalisation, equity, data collection, the Bologna Process, financing of higher education). Based on the results of the project, the book will reunite a number of policy research articles which would tap into the innovative aspects of the project's activities and provide a concise overview of what good practices can be drawn from the empirical research conducted in this project. The book will therefore aim to improve the information on Romanian higher education reforms, as well as on the concrete evidence-based policy proposals which could be transformed into future policy solutions in the Romanian higher education system.

Public Personnel Management has served as an essential, concise reader for public personnel and human resource management courses in the fields of public administration, political science, and public policy for more than 30 years. Since the first edition published in 1991, the book has provided professors and students alike with an in-depth look at cutting-edge developments beyond standard textbook coverage, to cultivate a broad understanding of the key management and policy issues facing public and nonprofit HRM today. Original chapters are written expressly for the text by leading public administration scholars, each focusing on specific and sometimes controversial concerns for public personnel management, such as social equity, labor relations, public employee rights, and the operation of nonprofits. Now in an extensively revised seventh edition, Public Personnel Management presents new, original chapters to examine developments of interest to researchers and practitioners alike, including: new ways of working (NWW), remote work, the effects of the COVID-19 pandemic on public service workforces, work-life balance, patterns of discrimination and employees’ perceptions of fairness, affirmative action, generational differences in the workforce, and – as the field of public personnel management becomes more internationalized – chapters addressing human resource management across Europe and a chapter on NWW practices in Switzerland. These, together with other chapters, ensure that Public Personnel Management will remain a field-defining book for the next 30 years.
