Laos - the Lao People's Democratic Republic - is one of the least understood and studied countries of Asia. Its development trajectory is also one of the most interesting, as it moves from state, or perhaps more appropriately subsistence, to market. Based on extensive original research, this book assesses how economic transition and marketisation are being translated into progress (or not) at the local level, and at the resulting impact on poverty, inequality and livelihoods. It concludes that the process of transition in fact contributes to the growth of poverty for some people, and shows how people manage to cope in very unfavourable circumstances.
The decentralization of control over the vast forests of the world is moving at a rapid pace, with both positive and negative ramifications for people and forests themselves. The fresh research from a host of Asia-Pacific countries described in this book presents rich and varied experience with decentralization and provides important lessons for other regions. Beginning with historical and geographical overview chapters, the book proceeds to more in-depth coverage of the region's countries. Research findings stress rights, roles and responsibilities on the one hand, and organization, capacity-building, infrastructure and legal aspects on the other. With these overarching themes in mind, the authors take on many controversial topics and address practical challenges related to financing and reinvestment in sustainable forest management under decentralized governance. The United Nations Declaration on the Rights of Indigenous Peoples was adopted by the UN General Assembly on 13 September 2007. Since then, the importance of the role that indigenous peoples play in economic, social and environmental conservation through traditional sustainable agricultural practices has been gradually recognized. Consistent with the mandate to eradicate hunger, poverty and malnutrition--and based on the due respect for universal human rights--in August 2010 the Food and Agriculture Organization of the United Nations adopted a policy on indigenous and tribal peoples in order to ensure the relevance of its efforts to respect, include, and promote indigenous people's related issues in its general work. This publication is an outcome of a regional consultation held in Bangkok, Thailand in November 2013. It documents seven case studies which were conducted in Bangladesh, Cambodia, India, Indonesia, the Lao People's Democratic Republic, Nepal and Thailand to take stock of the changes in livelihood and food security among indigenous shifting cultivation communities in South and Southeast Asia against the backdrop of the rapid socio-economic transformations currently engulfing the region. The case studies identify external--macro-economic, political, legal, policy--and internal--demographic, social, cultural--factors that hinder and facilitate achieving and sustaining livelihood and food security. The case studies also document good practices in adaptive changes among shifting cultivation communities with respect to livelihood and food security, land tenure and natural resource management, and identify intervention measures supporting and promoting good practices in adaptive changes among shifting cultivators in the region.
Except on tourist brochures, the indigenous peoples of Laos, Thailand, Vietnam, and southern China (Yunnan) are the least visible, and most excluded, of citizens. All these countries have used similar strategies to classify, include, or exclude minority peoples from the project of nationalism. Understanding the cultural and economic trajectories of key minorities such as the Dai, Hmong, Lahu, Akha, and Karen is critical to apprehending the construction, workings, and future of each of these nation-states, indeed of the Mekong region as a whole. Conversely, as vividly demonstrated here, the minority peoples--many spanning more than one country--have adapted and accommodated to, or actively resisted, majority culture and state policy alike. There continues to be undeniable impoverishment, cultural loss, and "social suffering" in some communities, particularly among ex-swidden based upland groups in Vietnam and laos; the rearranging or reconstituting of trading and social networks; the over-commodification of aspects of culture, often for domestic tourism; and struggles to maintain language, rituals, and belief systems. The studies here bring alive these communities in transformation, pointing out those in near dissolution, such as some Akha villages in Laos affected by overzealous opium-eradication programs, as well as those reclaiming and expanding their cultural space, such as the Dai in Sipsongpanna/Xishuangbanna engaged in a cross-border revival of Theravada Buddhism and Dai culture. This is essential reading for anyone who wishes to uncover the nuances and interplay of ethnicity, nationalism, and change in the Mekong region, and serves as a companion volume to Living in a Globalized World: Ethnic Minorities in the Greater Mekong Subregion.

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
