The book focuses on Indonesia's most pressing labor market challenges and associated policy options to achieve higher and more inclusive economic growth. The challenges consist of creating jobs for and the skills in a youthful and increasingly better educated workforce, and raising the productivity of less-educated workers to meet the demands of the digital age. The book deals with a range of interrelated topics---the changing supply and demand for labor in relation to the shift of workers out of agriculture; urbanization and the growth of megacities; raising the quality of schooling for new jobs in the digital economy; and labor market policies to improve both labor standards and productivity.
In Indonesia, the past two decades have been a time of great progress but also massive transformations and abrupt setbacks. In this context, this book reviews the main characteristics of - and trends in - demand for skills in Indonesia. It seeks to document the existence of a possible skills mismatch between employer demands and the available supply, the contribution of the education and training sector to this mismatch, and possible measures to improve the education and training system's responsiveness to what the labor market and the economy need. In today's job market in Indonesia, there appears to be a premium on theoretical and practical knowledge of the job. While skills do not appear to be yet among the most important constraints for the economy, the situation is different for larger more export-oriented manufacturing firms. Subjective assessments of difficulties of matching needs with available skills provide evidence that skills are becoming an issue overall in Indonesia. The widest gaps across professional profiles are for English and computer skills followed by thinking and behavioral skills. Theoretical and practical knowledge of the job are also considered to be weak. There are important gaps in creativity, computing and some technical skills for young workers. English remains the largest gap. Five general skill related priorities can be highlighted for Indonesia. First, the country needs to improve skill measurement to get a fuller understanding of skill needs and gaps. Second, it is urgent for Indonesia to address the still unsatisfactory quality and relevance of its formal education, including higher education. Third, the country needs to set-up multiple pathways for skill development. Fourth, the country needs to develop an integrated approach to tackle skill development for youth. Fifth, Indonesia should also tackle labor market constraints which affect the skill matching process.
Workers and Democracy is a study of worker activism and labor unions in the eight years between the recognition of Indonesian sovereignty by the Netherlands at the end of December 1949 and the nationalization of Dutch assets in December 1957. It contributes to a re-evaluation of the era of liberal parliamentary democracy in Indonesia. The focus is on the agency of workers and the structures, strategies and industrial campaigns of unions in the context of intense ideological conflict, competing union federations, the opposition of employers to collective action, and the efforts by the Indonesian state to manage industrial conflict. The imposition of martial law in March 1957 was the deathblow to parliamentary democracy and to the freedom of workers and unions to engage in collective action. It was not until Suharto’s ‘New Order’ regime collapsed in 1998 that Indonesian workers regained the freedom of association and the right to engage in collective action.
Remarkable for its meticulous archival research and moving life stories, The Pearl Frontier offers a new way of imagining Australian historical connections with Indonesia. This compelling view from below of maritime mobility demonstrates how, in the colonial quest for the valuable pearl-shell, Australians came to rely on the skill and labor of Indonesian islanders, drawing them into their northern pearling trade empire. From the 1860s onward the pearl-shell industry developed alongside British colonial conquests across Australia's northern coast and prompted the Dutch to consolidate their hold over the Netherlands East Indies. Inspired by tales of pirates and priceless pearls, the pearl frontier witnessed the maritime equivalent of a gold rush; with traders, entrepreneurs, and willing workers coming from across the globe. But like so many other frontier zones it soon became notorious for its reliance on slave-like conditions for Indigenous and Indonesian workers. These allegations prompted the imposition of a strict regime of indentured labor migration that was to last for almost a century before giving way to international criticism in the era of decolonization. The Pearl Frontier invites the reader to step outside the narrow confines of national boundaries, to see seafaring peoples as a continuous population, moving and in communication in spite of the obstacles of politics, warfare, and language. Instead of the mythologies of racial purity, propagated by settler colonies and European empires, this book dissects the social and economic life of the port cities around the Australian-Indonesian maritime zone and lays open the complex, cosmopolitan relationships which shaped their histories and their present situations. Julia Martínez and Adrian Vickers bring together their expertise on Australian and Indonesian history to challenge the isolationist view of Australia's past. This book explores how Asian migration and the struggle against the restrictive White Australia policy left a rich legacy of mixed Asian-Indigenous heritage that lives on along Australia's northern coastline. This book is an important contribution to studies of the coastal, or Pasisir, culture of Southeast Asia, that situates the local cultures in a regional context and demonstrates how Indonesian maritime peoples became part of global migration flows as indentured laborers. Most girls interviewed for the report worked 14 to 18 hours a day, seven days a week, with no day off. Almost all are grossly underpaid, and some get no salary at all. In the worst cases, girls reported being physically, psychologically, and sexually abused.
Indonesians and Their Arab World explores the ways contemporary Indonesians understand their relationship to the Arab world. Despite being home to the largest Muslim population in the world, Indonesia exists on the periphery of an Islamic world centered around the Arabian Peninsula. Mirjam Lücking approaches the problem of interpreting the current conservative turn in Indonesian Islam by considering the ways personal relationships, public discourse, and matters of religious self-understanding guide two groups of Indonesians who actually travel to the Arabian Peninsula—labor migrants and Mecca pilgrims—in becoming physically mobile and making their mobility meaningful. This concept, which Lücking calls "guided mobility," reveals that changes in Indonesian Islamic traditions are grounded in domestic social constellations and calls claims of outward Arab influence in Indonesia into question. With three levels of comparison (urban and rural areas, Madura and Central Java, and migrants and pilgrims), this ethnographic case study foregrounds how different regional and socioeconomic contexts determine Indonesians' various engagements with the Arab world.
The Republic of Indonesia, home to over 240 million people, is the world's fourth most populous nation. Ethnically, culturally, and economically diverse, the Indonesian people are broadly dispersed across an archipelago of more than 13,000 islands. Rapid urbanization has given rise to one megacity (Jakarta) and to 10 other major metropolitan areas. And yet about half of Indonesians make their homes in rural areas of the country. Indonesia, a signatory to the United Nations Millennium Declaration, has committed to achieving the Millennium Development Goals (MDGs). However, recent estimates suggest that Indonesia will not achieve by the target date of 2015 MDG 4 - reduction by two-thirds of the 1990 under - 5 infant mortality rate (number of children under age 5 who die per 1,000 live births) - and MDG 5 - reduction by three-quarters of the 1990 maternal mortality ratio (number of maternal deaths within 28 days of childbirth in a given year per 100,000 live births). Although much has been achieved, complex and indeed difficult challenges will have to be overcome before maternal and infant mortality are brought into the MDG-prescribed range. Reducing Maternal and Neonatal Mortality in Indonesia is a joint study by the U.S. National Academy of Sciences and the Indonesian Academy of Sciences that evaluates the quality and consistency of the existing data on maternal and neonatal mortality; devises a strategy to achieve the Millennium Development Goals related to maternal mortality, fetal mortality (stillbirths), and neonatal mortality; and identifies the highest priority interventions and proposes steps toward development of an effective implementation plan. According to the UN Human Development Index (HDI), in 2012 Indonesia ranked 121st out of 185 countries in human development. However, over the last 20 years the rate of improvement in Indonesia\'s HDI ranking has exceeded the world average. This progress may be attributable in part to the fact that Indonesia has put considerable effort into meeting the MDGs. This report is intended to be a contribution toward achieving the Millennium Development Goals.
The book features an analysis of teacher reform in Indonesia, which entailed a doubling of teacher salaries upon certification. It describes the political economy context in which the reform was developed and implemented, and analyzes the impact of the reform on teacher knowledge, skills, and student outcomes.
