The neoclassical theory of choice is an integral part of a large and growing literature. Its elegance, simplicity and apparent generality appear, increasingly, to influence the thinking of psychologists, sociologists, and political scientists. At the same time, the theory is subject to robust attack. The theme of the book is that the critics have it right. Account must be taken of the endogeneity of preference and value structures, of decision makers' cognitive limitations, of information asymmetries, of opportunistic behavior, and of positive transaction and decision costs. Yet these considerations militate against the specification of both the efficiency frontier and the Social Welfare Function. This, in turn, suggests that Social Welfare Theory is an inappropriate guide for the formulation of distributional and other economic policies. A corollary is that economists' (and others) attention should center less on 'getting the prices right' and more on 'getting the institutions right'.

In today's highly concentrated marketplaces, social and cultural values--such as the lifestyle connotations that manufacturers and sellers confer upon their goods--often shape consumers' prior beliefs and attitudes and affect the weight given to new information by consumers who make purchasing decisions in the marketplace. Such consumer goods present the largely unexplored problem of contemporary market regulatory theory according to which an increased amount of product differentiation has rendered everyday purchasing decisions such as the choice between an iPhone or a Samsung Galaxy Note as much a matter of personal identity rather than merely one of tangible product attributes. The basic challenge for market regulators and courts in such an environment is to make markets work effectively by providing a more efficient exchange of information about consumer preferences relating to tangible product features, functions, and quality. On May 20, 1976, the Economics Department of the City College of the City University of New York held its fourth annual conference. Eight papers followed by eight com ments were delivered on the topic of "Economics of Informa tion." These papers and comments are published in this volume along with a brief introduction. This publication has been made possible by income from the Harry Schwager Fund. My colleagues in the Economics Department have been generous when called upon to read and evaluate the papers. Professor Morris Silver, chairman of the department, was helpful at each stage of the project. Bob Leiter, my colleague and joint editor of these papers, died on August 19, 1976, while we were in the process of editing this volume. He was instrumental in organizing the Economics Department's annual conferences from their beginning in 1973 and for editing or jointly editing the con ference volumes. The Economics Department's Memorial Resolution, which follows, best expresses our sense of loss at his premature death.

This book is intended as a contribution to the theory of markets with imperfect information. The subject being nearly limitless, only certain selected topics are discussed. These are outlined in the Introduction (Ch. 0). The remainder of the book is divided into three parts. All results of economic significance are contained in Parts II & III. Part I introduces the main tools for the analysis, in particular the concept of an information structure. Although most of the material presented in Part I is not original, it is hoped that the detailed and self-contained exposition will help the reader to understand not only the following pages, but also the existing technical and variegated literature on markets with imperfect information. The mathematical prerequisites needed, but not explained in the text rarely go beyond elementary calculus and probability theory. Whenever more advanced concepts are used, I have made an effort to give an intuitive explanation as well, so that the argument can also be followed on a non-technical level (cf. e.g. the treatment of the "generic" viewpoint in Ch. 9). In the same spirit, discussion of mathematical assumptions is limited to those which have economic sig- ficance, whereas purely "technical" assumptions (like differentiability or integrability of certain functions) are usually made without comment whenever convenient. Peter E. Earl There is no doubt that it is appropriate for a series on Modern Economic Thought to include a book on the recent development of economic analysis incorporating ideas from psychology. This book was designed to appear in 1987, 15 years after the publication of a now classic collection of essays in honor of George Katona (Strumpel et aI. , 1972), who throughout the fifties and sixties had been tirelessly trying to persuade economists of the virtues of an infusion of psychology into their work. In the intervening 15 years there has been a considerable growth of interest along the lines for which Katona had been arguing. Many psychology-based economics mon ographs have appeared; a specialist quarterly, the Journal of Economic Psychology, commenced publication in 1981, with 1985 seeing the first issue of the Journal of Interdisciplinary Economics as yet another addition to growing ranks of "psychology-friendly" journals such as the Journal of Consumer Research and the Journal of Social Economics; and recently, within psychology itself, symposia have been taking place with a focus on the economics/psychology interface - for example, see the entire June 1982 issue of the British Journal of Social Psychology. For someone like myself, strongly committed to a psychological approach to economics, a 1 2 PSYCHOLOGICAL ECONOMICS problem of information overload and consequent ignorance of pertinent developments already looms large as a possibility.
