Little more than a year had elapsed since members of the American Federation for Sex Hygiene and the American Vigilance Association, meeting at Buffalo, had agreed that the progress of social hygiene in the United States could best be assured through one national agency dealing with all aspects of the problem. Six months later, in April, 1914, articles of incorporation were filed and the new agency began its active work. Excerpt from Journal of Social Hygiene, 1944, Vol. 15 This latest revision gives to each section a value of one hundred points; but provides that each section total must be multiplied by a factor or weighted value to give the corrected number of points which may be counted toward the total score for a city. These weights have been based on the judg ment of the Committee after conference with the advising groups to which reference has been made. The Committee states that the diflerences in the weights assigned to the sections do not necessarily indicate the relative importance of various fields of health work from the standpoint of life saving, nor should they be taken as a proper basis for budgetary distribution. Their purpose is to guide the health officer toward a program which is fairly well balanced from the standpoint of current practice.
