This book examines the Union-State and inter-State relations concerning water issues in India. It analyses the federal structure in India and looks at its effectiveness in addressing the inter-state river water disputes in the country through three cases: the Cauvery, Krishna and Mahadayi Rivers water dispute. It probes into the physical, political, legal and constitutional measures taken by the Union government and the states to deal with the inter-State and Union-State tussles over inter-State river waters. The author studies the debate over centralisation and decentralisation of water resources, as well as the inter-state river water disputes that have aroused feelings of sub-nationalism in many regions of India. The book looks into the domestic water issues and disputes in the Himalayan South Asian countries, and based on it analyzes trans-boundary water disputes. Himalayan South Asia comprises India, Pakistan, Bangladesh, Nepal, Bhutan, and Afghanistan. All except Afghanistan share river waters with India. Home to some of the major river basins of the world, a part of this region falls into water scarce zone, and according to the United Nations Water Report of 2018 some of them will experience severe water scarcity by 2050. The book also studies water issues in China. Though the country is not a part of the Himalayan South Asia, most of the major rivers of this region originate in China. Over the years, China has been alleged by countries like India for diverting, choking or using the trans-boundary river waters for its purpose. Understanding water competition and issues in China will help one to understand its transboundary water behavior.
Few people actively engaged in India's water sector would deny that the Indian subcontinent faces serious problems in the sustainable use and management of water resources. Water resources in India have been subjected to tremendous pressures from increasing population, urbanization, industrialization, and modern agricultural methods. The inadequate access to clean drinking water, increase in water related disasters such as floods and droughts, vulnerability to climate change and competition for the resource amongst different sectors and the region poses immense pressures for sustainability of water systems and humanity. One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

Water: The Looming Crisis in India analyzes the key issues in developing national freshwater policies for the mainland countries of the South Asian sub-continent. Ray suggests that freshwater policy must cover all aspects of physical environment and human life, by noting that food and drought management are parts of freshwater policy and acknowledging that water is a scarce natural resource and has economic value. He calls for the development of basin-wide policies to minimize conflicts within riparian countries, as well as a freshwater policy baseline to minimize internal conflicts on water sharing arrangements. By pointing out the need for full participation of all stakeholders in developing a baseline policy including people displaced by the construction of large dams, Ray suggests a new system in which riparian countries are guaranteed that no water-related project proceeds without a transparently developed environmental impact assessment and evaluation of alternative options.
This book investigates institutional dimensions of urban water supply in India, with a specific focus on institutional capabilities to provide drinking water to urban households in an efficient, equitable and sustainable manner. This book has been developed through empirical research within the context of growing urbanisation and increasing water needs of Indian cities, and the wider developmental goal of achieving universal and equitable access to safe and affordable water for all – as envisaged in goal 6 of the SDGs. This study revolves around three important aspects of urban water supply and governance. Firstly, it attempts to understand household water service delivery scenarios in urban India, drawing from case studies based on our household survey in four cities – Ahmedabad, Bangalore, Kochi and Hyderabad. Secondly, it examines the question of existing socio-economic inequality and access to water in an urban context in India. While dealing with the issue of inequality and access to water, it attempts to explore the question of whether access to water and water scarcity is socially neutral; whilst also analysing the mechanisms employed by the urban poor to manage their daily water needs. Thirdly, this book explores the role of institutions for efficient and effective delivery of water in urban India. The institutional analysis from a comparative perspective provides important insights to guide current reforms in domestic water supply in India, especially in a neo-liberal context. The book is a valuable resource for academicians, policy makers and practitioners involved in water governance in general and domestic (drinking) water supply in particular. Besides, it is of great interest to those working in the area of urban development, urban planning and household water management.
