This book has roots in our respective doctoral dissertations, both completed in 1970 at Stanford under the tutelage of Professors Dagfmn F øllesdal, John D. Goheen, and Jaakko Hintikka. In the fall of 1970 we wrote a joint article that proved to be a prolegomenon to the present work, our 'Intentionality via Intensions', The Journal of Philosophy 68 (1971). Professor Hintikka then suggested we write a joint book, and in the spring of 1971 we began writing the present work. The project was to last ten years as our conception of the project continued to grow at each stage. Our iritellectual debts follow the history of our project. During our dis sertation days at Stanford, we joined with fellow doctoral candidates John Lad and Michael Sukale and Professors Føllesdal, Goheen, and Hintikka in an informal seminar on phenomenology that met weekly from June of 1969 through March of 1970. During the summers of 1973 and 1974 we regrouped in another informal seminar on phenomenology, meeting weekly at Stanford and sometimes Berkeley, the regular participants being ourselves, Hubert Dreyfus, Dagfmn Føllesdal, Jane Lipsky McIntyre, Izchak Miller, and, in 1974, John Haugeland.

We live in an age of scientific collaboration, popular uprisings, failing political parties, and increasing corporate power. Many of these kinds of collective action derive from the decisions of intelligent and powerful leaders, and many others emerge as a result of the aggregation of individual interests. But genuinely collective mentality remains a seductive possibility. This book develops a novel approach to distributed cognition and collective intentionality. It argues that genuine cognition requires the capacity to engage in flexible goal-directed behavior, and that this requires specialized representational systems that are integrated in a way that yields fluid and skillful coping with environmental contingencies. In line with this argument, the book claims that collective mentality should be posited where and only where specialized subroutines are integrated to yields goal-directed behavior that is sensitive to the concerns that are relevant to a group as such. Unlike traditional claims about collective intentionality, this approach reveals that there are many kinds of collective minds: some groups have cognitive capacities that are more like those that we find in honeybees or cats than they are like those that we find in people. Indeed, groups are unlikely to be "believers" in the fullest sense of the term, and understanding why this is the case sheds new light on questions about collective intentionality and collective responsibility.

Since the late 1970's, the main research program for understanding intentionality -- the mind's ability to direct itself onto the world -- has been based on the attempt naturalize intentionality, in the sense of making it intelligible how intentionality can occur in a perfectly natural, indeed entirely physical, world. Some philosophers, however, have remained skeptical of this entire approach. In particular, some have argued that phenomenal consciousness - - the subjective feel of conscious experience -- has an essential role to play in the theory of intentionality, a role missing in the naturalization program. The second Jerusalem Philosophical Encounter was held in Jerusalem on April 25-28, 1976. The symposium was originally planned to celebrate the 60th birthday of Y ehoshua Bar-Hillel, philosopher and friend. But his sudden death intervened, and turned celebration into commemoration. The topic of the symposiumwas Meaning and Use. For Bar-Hillel, the question 'meaning or use?' was of great importance, one which he took as a question of priorities. Which approach to natural language is prior: the formal, semantical approach, which accords a central position to the truth functional concept of meaning and to the theory of reference, or rather the alternative approach which accords the central position to linguistic commu nication and prefers dealing with speech acts to dealing with Statements? Bar Hillel's answer to this question, in his later years, can be summed up by our title, meaning and use: neither approach deserves priority, each is equally necessary, and they both complement each other. Those familiar with Bar Hillel's uncompromising intellectual honesty would know that this answer does not reflect a superficial wish for domestic peace, but stems rather from deep and informed convictions. The issues of meaning and use dominated Bar-Hillel's intellectuallife. At the same time his day-to-day existence was guided by the idea that the meaning of life is to be found in being useful, particularly in being useful to the community of seekers of knowledge.
