Recognizing that a capacity to innovate and commercialize new high-technology products is increasingly a key for the economic growth in the environment of tighter environmental and resource constraints, governments around the world have taken active steps to strengthen their national innovation systems. These steps underscore the belief of these governments that the rising costs and risks associated with new potentially high-payoff technologies, their spillover or externality-generating effects and the growing global competition, require national R&D programs to support the innovations by new and existing high-technology firms within their borders. The National Research Council's Board on Science, Technology, and Economic Policy (STEP) has embarked on a study of selected foreign innovation programs in comparison with major U.S. programs. The "21st Century Innovation Systems for the United States and Japan: Lessons from a Decade of Change" symposium reviewed government programs and initiatives to support the development of small- and medium-sized enterprises, government-university- industry collaboration and consortia, and the impact of the intellectual property regime on innovation. What has gone wrong in Japan that has led to innovation crisis? Prof. Eiichi Yamaguchi has been committed to answer this question, and his quest has spanned several years and academic disciplines. It discusses a new theory of innovation structures, showing the error in Clayton M. Christensen’s argument of “disruptive innovation.” It also proposes a new concept for “paradigm disruptive innovation,” emphasizing that abduction and transilience are essential factors for accomplishing it and that their decline has led to the innovation crisis in Japan. Finally, it analyzes the future vision of the innovation ecosystem, which promotes abduction and transilience, for scientists to develop new science-based industries.

An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.

This book assesses the achievements of the software engineering discipline as represented by IT vendors in Japan in order to deepen understanding of the mechanisms of how software engineering capabilities relate to IT vendors’ business performance and business environment from the perspective of innovation and engineering management. Based on the concepts of service science and science for society, the volume suggests how to improve the sophistication of services between the demand side, i.e., IT user companies, and the supply side, i.e., IT vendors, simultaneously. The author and his colleagues developed a structural model including innovational paths, such as service innovation, product innovation and process innovation, and a measurement model including the seven software engineering capabilities: deliverables, project management, quality assurance, process improvement, research and development, human resource development and customer contact. Then they designed research on software engineering excellence and administered it with the Japanese Ministry of Economy, Trade and Industry and Information-Technology Promotion Agency. Through statistical analyses of the results, they found that human resource development and R&D are significant fundamental conditions to improve the quality of the deliverables and that IT firms with high levels of deliverables, derived from high levels of human resource development, quality assurance, project management and process improvement, tend to sustain high profitability. In addition, they developed a measurement model based on Porter’s five forces and Barney’s resource-based view. A regression tree analysis suggested that manufacturer spin-off vendors tend to expand business with well-resourced R&D, whereas user spin-off vendors tend to depend heavily on parent company demand.

This volume intends to give an insight into progress in the field of studies on modern science and technology. Researchers from Sweden, Japan and Germany began a "three country comparative study" in 1984. One of the primary aims of this study group was to better take account of the increasing importance of Japan in both analytical work and technology policy. To this end, researchers from the Research Policy Institute (RPI) at the University of Lund, the Graduate School of Policy Science at Saitama University in Urawa, and the Fraunhofer Institute for Systems and Innovation Research in Karlsruhe met almost every year with policy makers from the three countries, in order to see how well the scientific debate is reflected in the interests of practitioneers in the related policies. The cooperation with the Swedish Board for Technical Development (STU)!, the Japanese Ministry of Education, Science and Culture (Monbusho), and the German Federal Ministry for Research and Technology (BMFT) brought about numerous "grey" papers, publications and two volumes of seminar proceedings. The first book2 deals with the problems of measuring technological change and summarizes tentative research plans from our first meetings. I concluded then, in November 1986, that "quantitative results are to be checked in a qualitative discursive process with the involved people. This is the first book to comprehensively analyze key issues regarding innovation, entrepreneurship, and human resource development in the Japanese agricultural sector. Despite the fact that innovation and entrepreneurship are vital to the development of modern Japanese agriculture, there have been comparatively few studies in this field; in addition, they have been virtually none on measures for developing entrepreneurial human resources or innovation in agriculture. The agricultural sector’s declining competitiveness and sustainability as an industry in Japan are serious concerns, especially in combination with an aging labor force and decreasing farmland.
