This book deals with how the governments of India and Bangladesh manage the Ganges River. On the basis of the Ganges issue, it explains India’s involvement in the domestic politics of Bangladesh and how this involvement, in turn, shapes Ganges river politics. The book further analyses the constant friction between Indian preferences for bilateral negotiation in comparison to Bangladesh’s demand for multilateral cooperation on the Ganges. This also highlights the role of civil society, tracing how organisations have engaged in and explored potential compromises acceptable to both countries. As the term of the treaty comes to an end in 2026, the present work underlines its limitations, as the impacts of climate change will involve far more than distress on water. In closing, it discusses a range of other challenges, including the erosion of the Indian central government’s monopoly in foreign policy, especially in relation to its neighbours. Through extensive fieldwork in India and Bangladesh, together with interviews with politicians, diplomats and all those closely associated with the Ganges deliberations, the book reveals subtle aspects of the negotiations. Few people actively engaged in India's water sector would deny that the Indian subcontinent faces serious problems in the sustainable use and management of water resources. Water resources in India have been subjected to tremendous pressures from increasing population, urbanization, industrialization, and modern agricultural methods. The inadequate access to clean drinking water, increase in water related disasters such as floods and droughts, vulnerability to climate change and competition for the resource amongst different sectors and the region poses immense pressures for sustainability of water systems and humanity. Water Security in India addresses these issues head on, analyzing the challenges that contemporary India faces if it is to create a water-secure world, and providing a hopeful, though guarded, road-map to a future in which India's life-giving and life-sustaining fresh water resources are safe, clean, plentiful, and available to all, secured for the people in a peaceful and ecologically sustainable manner.
This book analyses the key political challenges to regional energy cooperation in South Asia. It argues that investment in the planning of regional energy projects can increase their viability and also drive integration and peacebuilding. Regional cooperation has been substantiated by academics and multilateral development banks as one of the most viable solutions to South Asia’s crippling energy crisis. However, three decades of national and regional efforts have failed to develop a single multilateral energy project or foster high levels of bilateral cooperation. Using data collected through extensive interviews with policymakers in India, Bangladesh, Pakistan and Nepal, this book identifies the specific roadblocks to energy cooperation – including domestic politics and the failure of leadership on multiple levels - and evaluates how these political challenges determine regional interactions on energy securitisation, environmental cooperation and human rights. Huda then undertakes case studies on four transnational energy projects to highlight specific policy recommendations to overcome these challenges, suggesting planning mechanisms through which the significant issue of energy cooperation in South Asia can be addressed. This book will be of great interest to students and scholars of energy security and geopolitics, natural resource governance and South Asian politics.
Against this backdrop, CSA in collaboration with Centre for South Asian Studies, Kathmandu organized a seminar Nepal as a Federal; State: Lessons from Indian Experience wherein different facets of federalism were explored by experts from India and Nepal. Indian Ambassador to Nepal Mr Jayant Prasad and Mr Rajendra Mahato, President Sadbhawana Party and Minister for Health and Population, Government of Nepal asserted the fact that federalism was necessary for economic prosperity and proportional development. Mr G K Pillai former Union Home Secretary gave an insightful talk on Indian experiences of Federalism. This volume will be of much interest to policy planners, academia and all those concerned with the on going political processes in Nepal.
