The announcement by China that it will implement a national emissions trading scheme confirms the status of this instrument as the pre-eminent policy choice for mitigating climate change. China will join the dozens of existing and emerging schemes around the world - from the EU to California, South Korea to New Zealand - that use carbon units (otherwise known as emissions permits or carbon credits) to trade in greenhouse gas emissions in a multi-billion dollar global carbon market. However, to date, there has been no consensus about this pre-eminent policy instrument being regulated by international economic law through the World Trade Organization, international investment agreements, and free trade agreements. What has been the role of goverment industrial policy, through agencies such as MITI, in Japan's extraordinary post-war development? How has the role changed in successive phases of growth? What `lessons' can be learned from this experience by other nations, be they in the West, or developing countries or economies in transition attempting to introduce competitive market structures? These are some of the main questions addressed in this absorbing and thorough study. Dividing the period into three main phases, the author shows that policy played a crucial role in the initial period of post-war recovery. It did so not by `picking winners' but by creating a stable base from which development could occur by spreading the cost of introducing market competition over time. In the succeeding high growth period and more recently Japan's industrial policy attempts only to promote the development of new technology and smooth the decline of sectors that are no longer globally competitive. That Japan itself no longer practises industrial policy on a wide scale is an irony little appreciated by those advocating the adoption of a `Japan style' industrial policy elsewhere.
Climate Policy Changes in Germany and Japan compares two decades of climate policy development in Germany and Japan. It examines whether there is any difference between the types and levels of policy change in the two countries, and, if so, what factors account for the difference. Using a comparison of climate policy changes in Germany and Japan from 1987 to 2005 as a basis, it also discusses the effectiveness and the limits of existing theories of policy change and policy process, most notably the Advocacy Coalition Framework (ACF), Punctuated Equilibrium Approach and Multiple Stream Approach, and explores the theoretical question as to how long-term, paradigmatic policy change takes place. The book lastly presents a hypothetical model of the mechanisms of paradigmatic policy change. The two countries form a useful comparative approach to the issue of climate change. They represent the range of types and levels of changes in policies to control CO2 emissions in the industrial and energy sectors (dependent variables), while also demonstrating similarities in a number of independent variables: the size and structure of their economies; their shares in global GHG emissions; their general policy-making styles, including strong administrative systems and close relationships between ministries and industries; and their general environmental policies.
