Treating this pivotal moment as a bridge rather than a break, The Imperial Nation offers a sweeping examination of four of these modern powers—Great Britain, France, Spain, and the United States—and asks how, after the great revolutionary cycle in Europe and America, the history of monarchical empires shaped these new nations. Josep Fradera explores this transition, paying particular attention to the relations between imperial centers and their sovereign territories and the constant and changing distinctions placed between citizens and subjects. Fradera argues that the essential struggle that lasted from the Seven Years’ War to the twentieth century was over the governance of dispersed and varied peoples: each empire tried to ensure domination through subordinate representation or by denying any representation at all. The most common approach echoed Napoleon’s “special laws,” which allowed France to reinstate slavery in its Caribbean possessions. The Spanish and Portuguese constitutions adopted “specialness” in the 1830s; the United States used comparable guidelines to distinguish between states, territories, and Indian reservations; and the British similarly ruled their dominions and colonies. In all these empires, the mix of indigenous peoples, European-origin populations, slaves and indentured workers, immigrants, and unassimilated social groups led to unequal and hierarchical political relations. Fradera considers not only political and constitutional transformations but also their social underpinnings. Presenting a fresh perspective on the ways in which nations descended and evolved from and throughout empires, The Imperial Nation highlights the ramifications of this entangled history for the subjects who lived in its shadows.
In this remarkable account of imperial citizenship, Sukanya Banerjee investigates the ways that Indians formulated notions of citizenship in the British Empire from the late nineteenth century through the early twentieth. Tracing the affective, thematic, and imaginative tropes that underwrote Indian claims to formal equality prior to decolonization, she emphasizes the extralegal life of citizenship: the modes of self-representation it generates even before it is codified and the political claims it triggers because it is deferred. Banerjee theorizes modes of citizenship decoupled from the rights-conferring nation-state; in so doing, she provides a new frame for understanding the colonial subject, who is usually excluded from critical discussions of citizenship. Interpreting autobiography, fiction, election speeches, economic analyses, parliamentary documents, and government correspondence, Banerjee foregrounds the narrative logic sustaining the unprecedented claims to citizenship advanced by racialized colonial subjects. She focuses on the writings of figures such as Dadabhai Naoroji, known as the first Asian to be elected to the British Parliament; Surendranath Banerjea, among the earliest Indians admitted into the Indian Civil Service; Cornelia Sorabji, the first woman to study law in Oxford and the first woman lawyer in India; and Mohandas K. Gandhi, who lived in South Africa for nearly twenty-one years prior to his involvement in Indian nationalist politics. In her analysis of the unexpected registers through which they carved out a language of formal equality, Banerjee draws extensively from discussions in both late-colonial India and Victorian Britain on political economy, indentured labor, female professionalism, and bureaucratic modernity. Signaling the centrality of these discussions to the formulations of citizenship, Becoming Imperial Citizens discloses a vibrant transnational space of political action and subjecthood, and it sheds new light on the complex mutations of the category of citizenship.

Imperial Citizen examines the intersection between Ottoman imperialism, control of the Iraqi frontier through centralization policies, and the impact of those policies on Ottoman citizenship laws and on the institution of marriage. In an effort to maintain control of the Iraqi provinces, the Ottomans adapted their 1869 citizenship law to prohibit marriage between Ottoman women and Iranian men. This prohibition was an attempt to contain the threat that the Iranian Shi‘a population represented to Ottoman control of these provinces. Like merchant ships flying flags of convenience to navigate foreign waters, traders in the northern borderlands of the early American republic exploited loopholes in the Jay Treaty that allowed them to avoid border regulations by constantly shifting between British and American nationality. In Citizens of Convenience, Lawrence Hatter shows how this practice undermined the United States’ claim to nationhood and threatened the transcontinental imperial aspirations of U.S. policymakers. The U.S.-Canadian border was a critical site of United States nation- and empire-building during the first forty years of the republic. Hatter explains how the difficulty of distinguishing U.S. citizens from British subjects on the border posed a significant challenge to the United States’ founding claim that it formed a separate and unique nation. To establish authority over both its own nationals and an array of non-nationals within its borders, U.S. customs and territorial officials had to tailor policies to local needs while delineating and validating membership in the national community. This type of diplomacy—balancing the local with the transnational—helped to define the American people as a distinct nation within the Revolutionary Atlantic world and stake out the United States’ imperial domain in North America.

McGreevey describes a history shaped as much by the force of U.S. power overseas as by the claims of colonial migrants within the United States.
