The ocean is under increasing threat from the expansion of human activities. The combined impacts of these threats as well as the potential impacts of climate change and ocean acidification have placed thousands of species at risk of extinction, and have impaired the structure, function, productivity and resilience of marine ecosystems. Currently, some parts of the world's oceans are significantly impacted, yet are without any form of effective management. Only a small proportion of the oceans are within protected area systems. Globally, measures are being taken to increase protection and sustainable management, but application is uncoordinated and not always effective. In order to support effective policy action by countries and competent international and regional organizations, it is critical to build a sound understanding of the most ecologically and biologically important ocean areas that support healthy marine ecosystems so that the necessary steps to ensure the long-term function and resilience of these systems can be taken.

Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. The marine environment does not naturally respect arbitrary international boundaries. The establishment and management of transboundary marine protected areas therefore presents major governance challenges. This book analyses a series of marine transboundary conservation initiatives embedded in varying contextual situations to examine the underlying reasons for their success or failure. The Darwin Elasmobranch Biodiversity Conservation and Management project in Sabah held a three-day international seminar that included a one-day workshop in order to highlight freshwater and coastal elasmobranch conservation issues in the region and worldwide, to disseminate the result of the project to other Malaysian states and countries, and to raise awareness of the importance of considering aspects of elasmobranch biodiversity in the context of nature conservation, commercial fisheries management, and for subsistence fishing communities.
