Overcoming the scarcity and temporal variance of water availability in semi-arid regions, or the excess of water in temperate regions, often requires cooperation. This paper describes the approach taken by an Israeli-Palestinian team to identify joint management structures for the aquifers shared by these two parties, and some of the lessons learned from the experience of this team.
This book brings together, for the first time, independent and highly respected lawyers and jurists from both sides of this century-old conflict, to identify and assess areas of common interest. As violence diminishes in favour of negotiation and compromise, all issues covered by the ongoing discussions will be determined by emerging rule of law. The book contains original contributions from an experienced team of Palestinian and Isrealic lawyers and scholars in the field and covers a range of strategic issues, including history and law, key international treaties, the domestic dimensions of the peace process, water arrangements, economic issues, and the legal institutions which are being created and must adapt to the new scene. An important feature of the book is that it succeeds in showing that the traditional opposition os Israeli and Arab views may be giving way to a common informed reflection on modes of coexistence primarily determined by law. "Restructuring has produced a definite favorable impact on labor relations and workers behavior in the reorganized farms. Managers of reorganized farm enterprises give a much more positive assessment of the behavioral patterns of their workers than managers of non-reorganized farms." Agriculture remains the main source of employment and livelihood for the large rural population of many transition countries, especially among the former Soviet republics. Accordingly the World Bank continuously monitors the progress of land reform and farm restructuring in the region because of the potential impact of these processes on rural development and poverty alleviation in rural areas. The present study on Ukraine is the latest addition to a long and growing series of World Bank publications on land reform and farm restructuring in the former socialist countries of Europe and Central Asia. The unique feature of all these publications is their reliance on first-hand empirical information collected through extensive farm surveys of various rural constituencies. Farm surveys have been conducted by the World Bank in many countries of the CIS (Russia, Ukraine, Moldova, Armenia, Georgia, Turkmenistan, Belarus) and Central and Eastern Europe (Poland, Romania, Bulgaria, Hungary, Albania). Analysis of survey findings enables the World Bank to base its policy dialogue with governments in the region on solid empirical facts, making the Bank's recommendation much more credible and relevant. The new findings for Ukraine will similarly provide a platform for useful policy discussions with this country's government and supply the many international donors active on the local scene with essential information for the design of their strategic programs.
Hungary and Kazakhstan have privatized a large portion of their electric power and natural gas industries, but have followed different strategies. In contrast, the other former socialist countries in Central and Eastern Europe have privatized almost none. Has the privatization in these two countries been a success? What lessons can other countries learn from their experience? These countries began their reforms from different starting points. The Hungarian power and gas sectors had a long history of being relatively well managed. In contrast, Kazakhstan inherited pieces of the old systems that were designed to serve the needs of the Soviet Union and had to develop new organizations to manage the system. 'Privatization of the Power and Natural Gas Industries in Hungary and Kazakhstan' analyzes how each country dealt with the key issues involved in the restructuring and privatization of the power and gas sectors. These issues include: industry structure, wholesale market, labor and management relations, regulatory framework, privatization objecties, and privatization methods.
Russia's educational system, with broad access, and high levels of scholarly achievement, has long been a source of strength. The Soviet system, however, was grossly overcentralized, inefficient, and lacking in accountability. In the last decade, attempted rapid decentralization has not been well designed, since there has been no commensurate transfer of resources and levels of responsibility have remained unclear. Unless corrected soon, the harmful impact on educational quality and equity could be very serious. The purposes of this report are to analyze the nature of the current problems and to discuss policy options open to the Russian Government in its efforts to improve educational efficiency, preserving and even improving equitable access, without sacrificing traditions of academic excellence. This report is based on analysis of trends across the 89 Russian regions and case studies. In its conclusions, the report draws on this regional experience to suggest reform options. Among other proposals, efficiency could be increased by giving schools increased financial autonomy, using of per capita financing formulae, and beginning to rationalize the teaching force and improve its quality. A national system of student assessment might help both to raise quality and improve the equity of access to highly selective institutions. Reforms are required to improve the market responsiveness of first-level vocational education, and especially to avoid excessive and premature specialization. Education practitioners and policy makers will find this publication of interest.

Fundamental changes must take place in how water is allocated, planned, and managed if India's goals for continued economic growth and improved social and environmental conditions are to be met. India's needs are especially severe due to its rapidly developing water constraints, environmental problems, huge population, regional inequalities in water availability along with the federal administrative structure and rapid demographic and economic growth. The findings of 'Inter-Sectoral Water Allocation, Planning and Management' are that a comprehensive approach is needed in order to implement change. The book provides detailed recommendations in the areas of policy making, legislation and regulations, institutions, economic incentives, technology, and public information.

"Not only are Russia's regions economically diverse, but the policies that regional governments have adopted to deal with the strains of economic transition also vary widely. Some regions have generally embraced market reforms, while others have sought to preserve enclaves of socialism, with price restrictions, large subsidies, and barriers to trade." Reforms of Russia's budgetary system at the subnational level are vital to preserve macroeconomic stability, improve the efficiency and accountability of government, and enhance incentives for local and regional governments to vigorously support economic growth. Previous analytical and reform efforts have focused on possible changes at the federal level and in the system of center-region relations. An opportunity now exists to make progress by providing reform advice and conditional aid to policymakers at the regional and subregional level. This report focuses on opportunities for reform at the subnational level. It reviews recent trends in fiscal adjustment, budgeting, and government debt at the regional and local levels in Russia. It analyzes major problems and suggests a number of measures and performance indicators that could form part of a reform strategy initiated by the Government of Russia.
