En la última década del siglo xv, los desembarcos de Cristóbal Colón en Guanahaní y de Vasco da Gama en Calicut inauguraron el Primer Orden Mundial de alcance planetario y, también, la globalización. Durante los cinco siglos transcurridos desde entonces, la formación del orden mundial reflejó los cambios en la tecnología y la productividad, sobre cuyas bases se transformaron luego el ejercicio del poder y los sistemas de dominación que articularon las relaciones internacionales. La historia de la globalización puede ser abordada a partir de una periodización elaborada teniendo en cuenta la distinta naturaleza de las fuerzas operantes en la formación del sistema planetario. La primera etapa, el Primer Orden Mundial comprendido entre 1500 y 1800, fue objeto del volumen Historia de la globalización I. Orígenes del Orden Económico Mundial. Este volumen se ocupa del Segundo Orden Mundial. Incluye, como fenómeno dominante, la Revolución Industrial y abarca desde los alrededores de 1800 hasta el estallido, en 1914, de la primera gran guerra del siglo XX.

La expansión de las nuevas tecnologías de la información y la comunicación y el impulso renovado a la apertura de los intercambios comerciales entre las naciones son datos que parecerían confirmar que la «globalización» del planeta, el paso de escalas nacionales y regionales a una escala global de intercambios y de relaciones, es algo reciente. This book provides an analysis of the process and outcomes of the tax reform, with a focus on progressivity, redistribution, and inequality. Between 1977 and 1986, Spain underwent a comprehensive tax reform which shaped its fiscal system until today. It was made in connection with the transition to democracy and indeed was understood as a fundamental part of the political change. The book situates the reform both within Spanish history and international trends in tax systems and connects it to the expansion of the welfare state and regional decentralization in Spain. The analysis reveals that the tax system failed to attain progressivity, and significant levels of fraud had a noticeable impact on inequality. Because of this, fiscal redistribution remained limited. In the new political economy of the second globalization, late democratic and fiscal transitioners were unable to emulate the path of the welfare state forerunners.
