“My attention was drawn to Ireland by footnotes,” writes the author. “Over and over again the literature of comparative politics noted simply ‘except in Ireland’.... The question that puzzled me was, Why should this be so?” Professor Carty’s answers to the question appear in this detailed study that sheds new light on the question of establishing democratic politics after a war of independence, on the impact of electoral laws on party competition, on the social bases of political competition, and on the way political machines work in modern democracies. As a case study the book also analyzes the peculiarly conservative syndrome into which Irish politics has fallen. Carty concludes that political institutions and the activities of politicians make a considerable difference to the organization and conduct of public life. The book will interest students of comparative politics, history, and political sociology, as well as those concerned with the shape and direction of society and politics in contemporary Ireland.

In recent years the study of history has become a central area of inquiry within anthropology. While classical anthropology focused on the present, current approaches seek to "do history" by using a variety of conceptual and methodological approaches. Approaching the Past is a highly provocative and original volume that examines the issues, themes, and difficulties emerging out of the new anthropological concern with history. Anchoring the discussion with a wide range of ethnographic case studies from Ireland, the contributors to this volume establish a sophisticated interdisciplinary dialogue and assess the degree to which anthropological concepts and methodologies can be applied to historical inquiry. With a variety of essays representing sociological, geograhical, and historical perspectives, Approaching the Past is an invaluable contribution to a discipline that is expanding and reconstituting itself anew.

The Single Transferable Vote, or STV, is often seen in very positive terms by electoral reformers, yet relatively little is known about its actual workings beyond one or two specific settings. This book gathers leading experts on STV from around the world to discuss the examples they know best, and represents the first systematic cross-national study of STV. Furthermore, the contributors collectively build an understanding of electoral systems as institutions embedded within a wider social and political context, and begins to explain the gap between analytical models and the actual practice of elections in Australia, Ireland, and Malta. Rather than seeing electoral institutions in purely mechanical terms, the collection of essays in this volume shows that the effects of electoral system may be contingent rather than automatic. On the basis of solid empirical evidence, the volume argues that the same political system can, in fact, have quite different effects under different conditions. Contributors to the volume are Shaun Bowler, David Farrell, Michael Gallagher, Bernard Grofman, Wolfgang Hirczy, Colin Hughes, J. Paul Johnston, Michael Laver, Malcom Mackerras, Michael Maley, Michael Marsh, Ian McAllister, and Ben Reilly. Shaun Bowler is Professor of Political Science, University of California, Riverside. Bernard Grofman is Professor of Political Science, University of California, Irvine.

This reissue, initially published in 1989, considers the upsurge of locally-based movements attempting to improve living conditions in Third-World cities throughout the 1980s. The book presents qualitative, comparative research on the dynamics and constraints of these urban social movements, in a cross-cultural framework, using case studies from a variety of Latin American, African and Asian countries. As more democratic-type regimes establish themselves in the Third World, the possibilities for collective organisations and actions increase. Urban social movements therefore are playing an increasingly important role in the habitat of the poor.
