State organisation rethought Do you sometimes worry that you don't know which state agencies are responsible for you? And do you also wish to be asked before decisions are made about your everyday life? What political structures and processes does our society need today? This book tells us: ... how a division of executive, legislative, judicial and mediating power can look, in which the citizens decide - depending on necessity - which politicians are to be responsible for what and for how long. ... how the decision for direct, indirect or representative democracy can take into account the electoral fatigue or decisiveness of the population. ... which path everyone can follow until a critical mass comes together to support reforms and put them to a vote. After 20 years of work on this book series, Andreas Seidl thus ventures a step towards founding a party. In doing so, he entertains his readers both intellectually and visionarily. If this work can give you hope, inspire you or move you to action, it has fulfilled its purpose. Available in German and English

This book examines the development of collective security by regional organisations particularly after the Cold War. It analyses the various constitutional developments that have occurred within regional arrangements such as ECOWAS, African Union, SADC, OAS, and NATO and critically analyses how these developments have propelled regional organisations to depart from the normative framework of regional arrangement contained in Chapter VIII of the UN Charter. Through a comprehensive examination of practice, the book evaluates the impact of regional organisations' newly asserted powers to authorise enforcement action and determine when situations within member states warrant their intervention. It inquires into the legal justifications for these developments both from within the UN Charter and regional treaties and practice and asks whether consensual intervention, that is the use of force by regional organisations on the basis of their members' consent, contravenes or constitutes an exception to the prohibition of the use or threat of force under Article 2(4) of the Charter. The book also analyses the regime of complementarity between the UN and regional organisations.

Since 9/11, the dominant view is that we have entered an era of 'new conflict' in which technology has empowered non-state actors who now pose unprecedented and unmanageable threats to U.S. national security. This unique work studies a range of threats, from homegrown and foreign terrorism to the possibility of cyber- or Chinese sabotage and fears of religious subversion to challenge every aspects of this 'new conflict' argument and expose its underlying exaggerations and misunderstandings. Examining such issues as political violence, the role of religion in terrorism, the impact of technology, and the political aspects of homeland security, this unique survey demonstrates how such activities as terrorism are limited by their clandestine nature. It also addresses why we need to switch our strategic focus and increase the role citizens have in dealing with such threats. This historically informed and critical analysis fills a void in the debates on the threats and conflicts that the U.S. confronts at home and abroad and will appeal to anyone interested in national security and terrorism.

In The Politics of Democratic Consolidation, a distinguished group of internationally recognized scholars focus on four nations of Southern Europe—Spain, Portugal, Italy, and Greece—which have successfully consolidated their democratic regimes. The central question of this pioneer work on the responsibility of non-state actors (NSAs) and the consequences thereof, is: To whom are such actors, in particular armed opposition groups and business corporations, accountable for their actions in armed conflict and in peace times? Does responsibility in international law apply to these NSAs qua groups? While much has been written about NSAs’ rights and participation in the global theatre as well as the responsibility of the state and international organisations for wrongful acts by NSAs, scant attention has been paid to questions of NSA organizational responsibility, in spite of their potential to wreak international havoc. This volume offers innovative insights into this unexplored territory by analyzing responsibility questions from both theoretical and empirical perspectives.
