The Nat. Procurement Fraud Task Force (NPFTF) was created on Oct. 10, 2006, to promote the prevention, early detection, and prosecution of procurement fraud. The NPFTF recognizes that a large part of gov¿t. dollars lost to fraud, waste, and abuse includes dollars lost to grant fraud. As a result, the NPFTF includes preventing, detecting and prosecuting grant fraud as part of its focus. The NPFTF¿s goal is to detect, investigate, and prosecute procurement fraud, grant fraud, and associated corruption. This White Paper is written in support of the NPFTF¿s Grant Fraud Comm¿s. outreach efforts. Its goal is to provide recommendations for enhancing the grant oversight process and identifying best practices for combating grant fraud. Table.

The American Recovery and Reinvestment Act delineates an important set of responsibilities in the accountability community. GAO's bimonthly reviews of selected states' and localities' uses of the Recovery Act funds will examine how funds are being used and achieving the stated purposes of the Recovery Act. A core group of 16 states has been selected to follow over the next few years to provide an ongoing longitudinal analysis of the use of these funds. These states contain about 65% of the U.S. population and are estimated to receive about 2/3 of the intergovernmental grants funds available through the Recovery Act. In addition, localities within these states will be sampled to provide a perspective on the use of funds at the local level.

The Fed. Emerg. Mgmt. Agency (FEMA), awards grants to fire depts. and other org. for equipment, staffing, and other needs. As of July 2009, FEMA had received 25,000 and 22,000 applications for its FY '07 and '08 fire grant programs, respectively, and had awarded more than 5,000 grants in both years. This is a review of the application and award process for these grants, and addresses the: (1) extent to which FEMA has met statutory and program requirements for distributing the grant funds; (2) actions FEMA has taken to provide assistance to grant applicants and involve the fire service community in the process; and (3) extent to which FEMA has ensured that its grant process is accessible, clear, and consistent with requirements, incl. its grant guidance.
