Evocative of the far-reaching ambitions of its namesake, it has become a watchword in the current era of global climate crisis. Conservation as a tool of colonialism in early twentieth-century Korea Japanese colonial rule in Korea (1905–1945) ushered in natural resource management programs that profoundly altered access to and ownership of the peninsula’s extensive mountains and forests. Under the banner of “forest love,” the colonial government set out to restructure the rhythms and routines of agrarian life, targeting everything from home heating to food preparation. Timber industrialists, meanwhile, channeled Korea’s forest resources into supply chains that grew in tandem with Japan’s imperial sphere. These mechanisms of resource control were only fortified after 1937, when the peninsula and its forests were mobilized for total war. In this wide-ranging study David Fedman explores Japanese imperialism through the lens of forest conservation in colonial Korea—a project of environmental rule that outlived the empire itself. Holding up for scrutiny the notion of conservation, Seeds of Control examines the roots of Japanese ideas about the Korean landscape, as well as the consequences and aftermath of Japanese approaches to Korea’s “greenification.” Drawing from sources in Japanese and Korean, Fedman writes colonized lands into Japanese environmental history, revealing a largely untold story of green imperialism in Asia.
The world is in the midst of a storm that has shaped the history of modernity along a double fracture: on the one hand, an environmental fracture driven by a technocratic and capitalist civilization that led to the ongoing devastation of the Earth’s ecosystems and its human and non-human communities and, on the other, a colonial fracture instilled by Western colonization and imperialism that resulted in racial slavery and the domination of indigenous peoples and women in particular. In this important new book, Malcom Ferdinand challenges this double fracture, thinking from the Caribbean world. Here, the slave ship reveals the inequalities that continue during the storm: some are shackled inside the hold and even thrown overboard at the first gusts of wind. For over five hundred years the Russians wondered what kind of people their Arctic and sub-Arctic subjects were. "They have mouths between their shoulders and eyes in their chests," reported a fifteenth-century tale. "They rove around, live of their own free will, and beat the Russian people," complained a seventeenth-century Cossack. "Their actions are exceedingly rude. They do not take off their hats and do not bow to each other," huffed an eighteenth-century scholar. They are "children of nature" and "guardians of ecological balance," rhapsodized early nineteenth-century and late twentieth-century romantics. Even the Bolsheviks, who categorized the circumpolar foragers as "authentic proletarians," were repeatedly puzzled by the "peoples from the late Neolithic period who, by virtue of their extreme backwardness, cannot keep up either economically or culturally with the furious speed of the emerging socialist society."Whether described as brutes, aliens, or endangered indigenous populations, the so-called small peoples of the north have consistently remained a point of contrast for speculations on Russian identity and a convenient testing ground for policies and images that grew out of these speculations. In Arctic Mirrors, a vividly rendered history of circumpolar peoples in the Russian empire and the Russian mind, Yuri Slezkine offers the first in-depth interpretation of this relationship. No other book in any language links the history of a colonized non-Russian people to the full sweep of Russian intellectual and cultural history. Enhancing his account with vintage prints and photographs, Slezkine reenacts the procession of Russian fur traders, missionaries, tsarist bureaucrats, radical intellectuals, professional ethnographers, and commissars who struggled to reform and conceptualize this most "alien" of their subject populations.Slezkine reconstructs from a vast range of sources the successive official policies and prevailing attitudes toward the northern peoples, interweaving the resonant narratives of Russian and indigenous contemporaries with the extravagant images of popular Russian fiction. Through top-down initiatives, regulations, and campaigns to mitigate pollution and environmental degradation, the Chinese authorities also promote control over the behavior of individuals and enterprises, pacification of borderlands, and expansion of Chinese power and influence along the Belt and Road and even into the global commons. Given the limited time that remains to mitigate climate change and protect millions of species from extinction, we need to consider whether a green authoritarianism can show us the way. This book explores both its promises and risks.
