The volume ‘Reform of Higher Education in Europe’ is published in celebration of CHEPS’ 25th anniversary. All contributors to this book are working at CHEPS, and bring their extensive knowledge of the deep-seated reforms and changes to the field of higher education and research over the last 25 years. The chapters are each devoted to a detailed policy analysis deeply rooted in CHEPS’ quarter-century programme of theoretical and empirical research. Some contributions cover key themes of concern since CHEPS’ early years, including state-university relationships, quality assurance and funding. Other contributions cover more contemporary higher education policy issues, including European reform initiatives (innovation, the Bologna Process, doctoral training and the Erasmus programme) and debates around higher education institutions’ evolving functions, including the university’s third mission and the research function of universities of applied sciences. What unifies all chapters is their recognition that policy success is dependent on smart implementation grounded in a comprehensive understanding of highly complex policy processes. "America's constant push to make its colleges and universities more efficient and more accountable is not a new phenomenon. Indeed, in Other People's Colleges, Ethan Ris argues that the reform impulse is baked into American higher education. For well over one hundred years, elite reformers have called for sweeping changes in the sector and raised existential questions about its sustainability. Colleges and universities have responded with a combination of resistance and acquiescence. The end result is a sector that has learned to accept top-down reform as part of its existence. When that reform is beneficial (offering major rewards for minor changes), colleges and universities know how to assimilate it. When it is hostile (attacking autonomy or values), they know how to resist it. In the early twentieth century, the "academic engineers," a cadre of elite, external reformers from foundations, businesses, and government, worked to reshape and reorganize the vast base of the higher education pyramid. Their reform efforts were largely directed at the lower tiers of higher education, but their efforts fell short, despite their wealth and power, leaving a legacy of successful resistance that affects every college and university in the United States. Today, another coalition of business leaders, philanthropists, and politicians are again demanding efficiency, accountability, and utility from American higher education. But top-down design is not destiny. Today's reform agenda in higher education should not be viewed as a new existential threat. This book reviews the state of education in Myanmar over the past decade and a half as the country is undergoing profound albeit incomplete transformation. Set within the context of Myanmar’s peace process and the wider reforms since 2012, Marie Lall’s analysis of education policy and practice serves as a case study on how the reform programme has evolved. Drawing on over 15 years of field research carried out across Myanmar, the book offers a cohesive inquiry into government and non-government education sectors, the reform process, and how the transition has played out across schools, universities and wider society. It casts scrutiny on changes in basic education, the alternative monastic education, higher education and teacher education, and engages with issues of ethnic education and the debate on the role of language and the local curriculum as part of the peace process. In so doing, it gives voice to those most affected by the changing landscape of Myanmar’s education and wider reform process: the students and parents of all ethnic backgrounds, teachers, teacher trainees and university staff that are rarely heard.
Why efforts to improve American higher educational attainment haven't worked, and where to go from here During the first decade of this century, many commentators predicted that American higher education was about to undergo major changes that would be brought about under the stimulus of online learning and other technological advances. Toward the end of the decade, the president of the United States declared that America would regain its historic lead in the education of its workforce within the next ten years through a huge increase in the number of students earning “quality” college degrees. Several years have elapsed since these pronouncements were made, yet the rate of progress has increased very little, if at all, in the number of college graduates or the nature and quality of the education they receive. In The Struggle to Reform Our Colleges, Derek Bok seeks to explain why so little change has occurred by analyzing the response of America’s colleges; the influence of students, employers, foundations, accrediting organizations, and government officials; and the impact of market forces and technological innovation. In the last part of the book, Bok identifies a number of initiatives that could improve the performance of colleges and universities. The final chapter examines the process of change itself and describes the strategy best calculated to quicken the pace of reform and enable colleges to meet the challenges that confront them.
This report concludes that the Government's communications strategy on tuition fees could have been more effectively realised. It urges the government to "reconsider funding widening participation in higher education through a programme similar to the 'pupil premium'." The committee also concluded that "focusing financial support on providing money for living costs to students while they are studying would be a more effective means of support than fee-waivers and would be more consistent with the message that students should not be dissuaded from applying to university because of the cost." and recommends that the National Scholarship Programme be refocused accordingly. Furthermore reforms are not yet complete with a number of consultation exercises currently out for responses, including early repayment penalties for loans, the future of student number controls, loans for students studying at alternative providers, "off quota" students and a new regulatory framework for new and alternative providers. The detail to be required in the Key Information Sets has yet to be finalised. There will also need to be changes to both OFFA and HEFCE to reflect their changing responsibilities in higher education. The committee highlights the fact that the new fee regime is to start at the beginning of the next academic year and there is concern that the necessary coherent package of reforms be delivered to that timetable. The report also stresses that the reforms should be implemented as a package and not in a piecemeal way

The United States' failure to educate its students leaves them unprepared to compete and threatens the country's ability to thrive in a global economy and maintain its leadership role. This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness.
