This book represents a powerful analysis of the challenges of metropolitan governance in all its messiness and complexity. It examines Latin American metropolitan governance by focusing on the issue of public service provision and comparatively examining five of the largest and most complex urban agglomerations in the region: Buenos Aires, Bogota, Lima, Mexico City and Santiago. The volume identifies and discusses the most pressing challenges associated with metropolitan coordination and the coverage, quality and financial sustainability of service delivery. It also reveals a number of spatial inequalities associated with inadequate provision, which may perpetuate poverty and other inequalities. Metropolitan Governance in Latin America will be valuable reading for advanced students, researchers and policymakers tackling themes of urban planning, spatial inequality, public service provision and Latin American urban development.
In recent years and decades, we observe the reality of a new urban world: the percentage of the world population living in urban areas has increased from around 30 in 1950 to around 54 in 2015, and is expected to reach 66 by 2050. However, in most cases the focus of research has been on the dynamics of the developed world. By contrast, our understanding of regional and urban dynamics in the developing world remains very limited. Developing countries will by 2030 host more than 85% of the world population, and more than 90% of the new urban residents of the world will live in cities in the developing world according to the United Nations. This special issue on "Cities in the 21st century: A view from the developing world" consists of an introductory editorial and four papers. They all study aspects of the reality of developing countries in the 21st century, always from a spatial perspective. Each paper focuses on a different topic, but they nicely complement each other. While three papers focus on Latin America and the fourth one on the reality of Eastern Europe and Central Asia, they all have broader implications for the developing world in general.
Metropolitan areas are home to a significant proportion of the world’s population and its economic output. Taking Mexico as a case study and weaving in comparisons from Latin America and developed countries, this book explores current trends and policy issues around urbanisation, metropolisation, economic development and city-region governance. Despite their fundamental economic relevance, the analysis and monitoring of metropolitan economies in Mexico and other countries in the Global South under a comparative perspective are relatively scarce. This volume contains empirical analysis based on comparative perspectives with relation to international experiences. It will be of interest to advanced students, researchers and policymakers in urban policy, urban economics, regional studies, economic geography and Latin American studies.
Cities are places of opportunity. They provide not just jobs but a whole range of public, cultural, social and consumption amenities. Transport is what connects people to these opportunities and cities provide access with varying degrees of success – especially when it comes to modes of transport that favour a green transition. This report argues that building sustainable transport networks for accessible cities requires a holistic planning approach, a sound institutional framework, reliable sources of funding, strong governmental capacity, and should build on community engagement.
The COVID-19 pandemic has brought the question of local governance and inter-governmental coordination to the centre of public administration. There is a general feeling across the world that the local government space is critical in managing pandemics. This volume is a collection of articles on the experiences of the local governments in dealing with the COVID-19 pandemic. Although the focus is on South Asia, especially India, it also provides perspectives on Europe, Africa and Latin America. The book will appeal to researchers, policy makers and practitioners who are interested in the interface between public health and local governance, particularly during emergencies. It also provides clues about the design of sustainable policy and governance, including the type of intergovernmental relations that should emerge in the post-COVID situation.
The economic activity that drives growth in developing countries is heavily concentrated in cities. Catchphrases such as “metropolitan areas are the engines that pull the national economy” turn out to be fairly accurate. But the same advantages of metropolitan areas that draw investment also draw migrants who need jobs and housing, lead to demands for better infrastructure and social services, and result in increased congestion, environmental harm, and social problems. The challenges for metropolitan public finance are to capture a share of the economic growth to adequately finance new and growing expenditures and to organize governance so that services can be delivered in a cost-effective way, giving the local population a voice in fiscal decision making. At the same time, care must be taken to avoid overregulation and overtaxation, which will hamper the now quite mobile economic engine of private investment and entrepreneurial initiative. Metropolitan planning has become a reality in most large urban areas, even though the planning agencies are often ineffective in moving things forward and in linking their plans with the fiscal and financial realities of metropolitan government. A growing number of success stories in metropolitan finance and management, together with accumulated experience and proper efforts and support, could be extended to a broader array of forward-looking programs to address the growing public service needs of metropolitan-area populations. Nevertheless, sweeping metropolitan-area fiscal reforms have been few and far between; the urban policy reform agenda is still a long one; and there is a reasonable prospect that closing the gaps between what we know how to do and what is actually being done will continue to be difficult and slow. This book identifies the most important issues in metropolitan governance and finance in developing countries, describes the practice, explores the gap between practice and what theory suggests should be done, and lays out the reform paths that might be considered. Part of the solution will rest in rethinking expenditure assignments and instruments of finance. The “right” approach also will depend on the flexibility of political leaders to relinquish some control in order to find a better solution to the metropolitan finance problem.

In large Latin American cities the number of dwellings in informal settlements ranges from one-tenth to one-third of urban residences. These informal settlements are caused by low income, unrealistic urban planning, lack of serviced land, lack of social housing, and a dysfunctional legal system. The settlements develop over time and some have existed for decades, often becoming part of the regular development of the city, and therefore gaining rights, although usually lacking formal titles. Whether they are established on public or private land, they develop irregularly and often do not have critical public services such as sanitation, resulting in health and environmental hazards. In this report from the Lincoln Institute of Land Policy, author Edesio Fernandes, a lawyer and urban planner from Latin America, studies the options for regularization of the informal settlements. Regularization is looked at through established programs in both Peru and Brazil, in an attempt to bring these settlements much needed balance and improvement. In Peru, based on Hernando de Soto's theory that tenure security triggers development and increases property value, from 1996 to 2006, 1.5 million freehold titles were issued at a cost of $64 per household. This did result in an increase of property values by about 25 percent, making the program cost effective. Brazil took a much broader and more costly approach to regularization by not only titling the land, but improving public services, job creation, and community support structures. This program in Brazil has had a cost of between $3,500 to $5,000 per household and has affected a much lower percent of the population. The report offers recommendations for improving regularization policy and identifies issues that must be addressed, such as collecting data with baseline figures to get a true evaluation of the benefit of programs established. Also, it shows that each individual informal settlement must have a customized plan, as a single approach will not work for each settlement. There is a need to include both genders for long-term effectiveness and to find ways to make the regularization self-sustaining financially. Any program must be closely monitored to insure the conditions are improved for the marginalized, as well as be sure it is not causing new informal settlements to be established.
This book provides diagnostic tools to inform policy dialogue and investment priorities on urbanization in Colombia, addresssing the need to deepen economic connectivity, enhance coordination at a regional and metropolitan scale, and foster efficiency and innovativeness in how cities finance themselves.
