Planetary defense from near-Earth objects such as asteroids is a far more nuanced and challenging topic than it might seem. Each day, technology is making it easier to detect asteroid impact threats in advance, but at present, there is still no easy way to design and implement any form of global defense. This book examines how various asteroid deflection methods can change global political affairs. The authors believe that the final policy for potential Earth impacts should be based on practical engineering solutions and innovative architectural structures, while at the same time reflecting the most recent political science contributions in ethical security studies and security cosmopolitanism. Their focus is not limited to effective engineering solutions, but rather extends to how such proposals resonate in possible political structures of the future. Planetary defense cannot be achieved with technology alone; the chapters in this volume highlight the issues that arise when space science and technology intersect with political science. This complex interdisciplinary project not only demands global participation and collaboration, but also proposes the way we can achieve it. Space-based observations have transformed our understanding of Earth, its environment, the solar system and the universe at large. During past decades, driven by increasingly advanced science questions, space observatories have become more sophisticated and more complex, with costs often growing to billions of dollars. Although these kinds of ever-more-sophisticated missions will continue into the future, small satellites, ranging in mass between 500 kg to 0.1 kg, are gaining momentum as an additional means to address targeted science questions in a rapid, and possibly more affordable, manner. Within the category of small satellites, CubeSats have emerged as a space-platform defined in terms of (10 cm x 10 cm x 10 cm)- sized cubic units of approximately 1.3 kg each called "U's." Historically, CubeSats were developed as training projects to expose students to the challenges of real-world engineering practices and system design. Yet, their use has rapidly spread within academia, industry, and government agencies both nationally and internationally. In particular, CubeSats have caught the attention of parts of the U.S. space science community, which sees this platform, despite its inherent constraints, as a way to affordably access space and perform unique measurements of scientific value. The first science results from such CubeSats have only recently become available; however, questions remain regarding the scientific potential and technological promise of CubeSats in the future. Achieving Science with CubeSats reviews the current state of the scientific potential and technological promise of CubeSats. This report focuses on the platform's promise to obtain high- priority science data, as defined in recent decadal surveys in astronomy and astrophysics, Earth science and applications from space, planetary science, and solar and space physics (heliophysics); the science priorities identified in the 2014 NASA Science Plan; and the potential for CubeSats to advance biology and microgravity research. It provides a list of sample science goals for CubeSats, many of which address targeted science, often in coordination with other spacecraft, or use "sacrificial," or high-risk, orbits that lead to the demise of the satellite after critical data have been collected. Other goals relate to the use of CubeSats as constellations or swarms deploying tens to hundreds of CubeSats that function as one distributed array of measurements.

The book explains why law — international, regional, domestic, formal or soft — should restrain global actors in the same way that judicial oversight is applied to domestic administrative agencies. It outlines the emerging web of global norms designed to protect the rights and interests of all affected individuals, to enable public deliberation, and to promote the legitimacy of the global bodies. These norms are being shaped by a growing convergence of expectations of global institutions to ensure public participation and representation, impartiality and independence of decision-makers, and accountability of decisions. The issues that increasingly dominate the 21st century cannot be solved by any single country acting alone, no matter how powerful. To manage the global economy, prevent runaway environmental destruction, reign in nuclear proliferation, or confront other global challenges, we must cooperate. But at the same time, our tools for global policymaking - chiefly state-to-state negotiations over treaties and international institutions - have broken down. The result is gridlock, which manifests across areas via a number of common mechanisms. The rise of new powers representing a more diverse array of interests makes agreement more difficult. The problems themselves have also grown harder as global policy issues penetrate ever more deeply into core domestic concerns. Existing institutions, created for a different world, also lock-in pathological decision-making procedures and render the field ever more complex. All of these processes - in part a function of previous, successful efforts at cooperation - have led global cooperation to fail us even as we need it most. Ranging over the main areas of global concern, from security to the global economy and the environment, this book examines these mechanisms of gridlock and pathways beyond them. It is written in a highly accessible way, making it relevant not only to students of politics and international relations but also to a wider general readership.
Space Security involves the use of space (in particular communication, navigation, earth observation, and electronic intelligence satellites) for military and security purposes on earth and also the maintenance of space (in particular the earth orbits) as safe and secure areas for conducting peaceful activities. The two aspects can be summarized as "space for security on earth" and “the safeguarding of space for peaceful endeavors.” The Handbook will provide a sophisticated, cutting-edge resource on the space security policy portfolio and the associated assets, assisting fellow members of the global space community and other interested policy-making and academic audiences in keeping abreast of the current and future directions of this vital dimension of international space policy. The current international system of institutions and governance groups is proving inadequate to meet many of today's most important challenges, such as terrorism, poverty, nuclear proliferation, financial integration, and climate change. The International Monetary Fund, World Bank, and UN were founded after World War II, and their structures of voting power and representation have become obsolete, no longer reflecting today's balance of economic and political power. This insightful book examines how to make such institutions more responsive and effective. Institutional reform is critically needed but currently in stalemate. A new push is needed from powerful nations acting together through a reformed and enlarged G-8 that includes emerging economies, such as China and India.
