This book is the first of its kind to examine the role of great powers in the international politics of climate change. It develops a novel analytical framework for studying environmental power in international relations, what counts as a great power in the environmental field, and what their special environmental responsibilities are. In doing so, the book connects International Relations (IR) debates on power inequality, great powers and great power management, with global environmental politics (GEP) scholarship. The book brings together leading scholars in IR and GEP whose contributions focus on major environmental powers (United States, China, European Union, India, Brazil, Russia) and international institutions and issue areas (UN Security Council, multilateral environmental agreements, international climate leadership, coal politics). The contributors to this volume examine how individual great powers have responded to the global climate challenge and whether they have accepted a special responsibility for stabilizing the global climate. They place emerging discourses on great power responsibility in the context of wider debates about international environmental leadership and climate change securitization. And they provide new insights into how international power inequality intersects with the global ecological crisis, and what special role great powers could and should play in the international fight against global warming.

States face multiple ongoing and emerging challenges, from climate change to global disease, mass atrocities to forced displacement, humanitarian crises to entrenched global poverty, and are constrained by material and political limits to the amount of resources that they can devote to these issues. How should states decide which issues to prioritize and which crises to address? Prioritizing Global Responsibilities answers this question by proposing a two-level account of just prioritization that aims to be both philosophically sound and practically relevant. The authors assess several potential prioritization principles, including diversification, culpability, urgency, disadvantage, and national interest, and argue that states should prioritize issues where they can assist most effectively and where they can help those who are most underprivileged.

In contrast to theories that seek to extend principles of social justice, such as equality of opportunity or resources, to the world as a whole, it argues that in a world made up of self-determining national communities, a different conception is needed. The book presents and defends an account of national responsibility which entails that nations may justifiably claim the benefits that their decisions and policies produce, while also being held liable for harms that they inflict on other peoples. Such collective responsibility extends to responsibility for the national past, so the present generation may owe redress to those who have been harmed by the actions of their predecessors. Global justice, therefore, must be understood not in terms of equality, but in terms of a minimum set of basic rights that belong to human beings everywhere. Where these rights are being violated or threatened, remedial responsibility may fall on outsiders. The book considers how this responsibility should be allocated, and how far citizens of democratic societies must limit their pursuit of domestic objectives in order to discharge their global obligations. The book presents a systematic challenge to existing theories of global justice without retreating to a narrow nationalism that denies that we have any responsibilities to the world's poor. It combines discussion of practical questions such as immigration and foreign aid with philosophical exploration of, for instance, the different senses of responsibility, and the grounds of human rights.
What do China’s scholars make of the nature of China’s global rise? And what is the significance of academic debates for Chinese policy goals and preferences? In this book, leading Chinese specialists outline how their colleagues are studying and interpreting different dimensions of China’s evolving global role, opening these Chinese language debates to a new audience. Collectively they show that while some ideas and ways of thinking are more prominent than others, there is no homogeneity of scholarship and no single conception of what China thinks and wants. In an era of rapid and extensive globalisation, the world faces a wide range of transboundary problems that require effective collective action. Key among these are threats to human health that do not recognise national borders, and include emerging and re-emerging infections, rising rates of chronic diseases, inadequate access to affordable and safe medicines, spreading anti-microbial resistance and the health effects of climate change. These threats require a transnational response and thus pose significant challenges to global health governance, as well as to long established notions of national sovereignty. This book investigates the neglected question of the impact of a rising Asia on the management of transboundary health problems. The chapters examine the role played by Asia in the governance of a range of global health issues, from development assistance in health, to global health instruments dealing with tobacco control and disease outbreaks, to health research and knowledge products, and the book concludes by examining the broad themes of a rising Asia’s role in the complexity of global health governance. The various analyses are tied together by a common focus on Asian countries’ use of the sovereignty principle, and seek to understand how traditional notions of national sovereignty can both clash with, and enhance, governance objectives in global health. In addition, the contributors examine the interaction between global, regional and domestic institutions, and present current ideas in Asia on the challenge of governing global health. With an inter-disciplinary approach that combines international relations, public policy and public health, this book will be invaluable to both scholars and policy makers working in these fields, as well as Asian politics, social policy and governance more generally.
