La mondialisation a favorisé l’explosion des échanges internationaux et a promu l’importance du système de transport maritime ainsi devenu incontournable pour la continuité des flux des chaînes logistiques globales. Remarquablement utiles et efficients, les conteneurs constituent une source potentielle de risque de sûreté des ports et leur éventuelle utilisation à des fins terroristes a attiré l’attention de tous les acteurs du transport international depuis le 11 septembre 2001. Á côté des mesures de sûreté prises au niveau international, l’Union Européenne a mis en place des initiatives pour améliorer la sûreté du transport international tout préservant la fluidité des échanges internationaux, renforçant ainsi la compétitivité des ports au niveau international. C’est dans cette optique que nous avons participé dans notre recherche à l’élaboration d’une nouvelle approche de management des risques de sûreté liés au transport international de marchandises. Pour gérer ces risques, nous avons choisi de participer à la réflexion sur la question de la transférabilité des méthodes traditionnelles de gestion de risque à la chaîne logistique. Nous avons ainsi appliqué la méthode HACCP, empruntée de l’agroalimentaire, à la chaîne du transport conteneurisé de la place portuaire du Havre. Les résultats de notre recherche montrent qu’un tel transfert peut nécessiter des adaptations des méthodes traditionnelles de gestion de risque selon le contexte et le type de risque étudié et font apparaître des limites de la méthode HACCP en présence de données qualitatives. A l’issu de ce travail doctoral, nous proposons d’approfondir la recherche sur la combinaison de HACCP avec d’autres outils de gestion de risque afin de contourner ces limites et d’élargir le champ d’application de cette méthode au transport international.
