For more than a decade, international troops have been deployed to Afghanistan. Out of all NATO members, this mission was the most difficult for Germany that had thus far never engaged in combat and offensive military activities. This book analyses how Germany's experiences in Afghanistan have changed the country's strategic culture.
This volume represents the beginning of a 'cross pollination' of different social scientific disciplines, bridging the boundaries between national and disciplinary epistemic communities in the worlds of European welfare markets. It maps the common ground and uncovers new research directions for the future study of actors, policies and institutions shaping the growth and dynamics of European welfare markets. The book defines welfare markets as politically shaped, regulated and state supported markets that provide social goods and services through the competitive activities of non-state actors. The chapters focus on what happens after states have initiated welfare markets, with equal weight given to the analysis of the agency of state actors and non-state actors in the contraction, stabilisation, and disruption of welfare markets. By focusing the analysis on two cases of welfare markets, private pensions and home-based domestic/care work, the contributions explore and compare the dynamics of different types of markets. The research will be of use to sociologists and scholars of social policy interested in the social dimension of welfare markets, political scientists and political economists, as well as diverse epistemic communities across the social sciences. Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.
The end of the Cold War era has not brought greater security to the world community. Although the likelihood of a global strategic nuclear war has been reduced significantly, we have already witnessed the impact of other challenges to international peace. As the Gulf War of 1991 demonstrated, regional conflicts can expand, adopting the methods and means of the earlier superpower confrontation. Recent events in the Horn of Africa, the Balkans, and Southeast Asia have revealed the continuing power of historic ethnic, religious, and national rivalries and the seeming inability of the international community to find effective solutions. At the same time, modern weapons and communications technologies, demographic changes and environmental degradation, vast disparities in wealth, and the globalization of both economic activity and Western culture pose enormous challenges. Are the international institutions with which we have lived since the end of the Second World War equipped to handle these problems? Written by international authorities in a wide range of disciplines, the essays in this text examine what is known, what must be determined, and what might be done with respect to these profound and urgent issues.
This edited collection highlights the different meanings that have been attached to the notion of energy security and how it is taken to refer to different objects. Official policy definitions of energy security are broadly similar across countries and emphasize the reliability and affordability of access to sufficient energy resources for a community to uphold its normal economic and social functions. However, perceptions of energy security vary between states causing different actions to be taken, both in international relations and in domestic politics. Energy Security in Europe moves the policy debates on energy security beyond a consideration of its seemingly objective nature. It also provides a series of contributions that shed light on the conditions under which similar material factors are met with very different energy security policies and divergent discourses across Europe. Furthermore, it problematizes established notions prevalent in energy security studies, such as whether energy security is ‘geopolitical’, and an element of high politics, or purely ‘economic’, and should be left for the markets to regulate. This book will be of particular relevance to students and academics in the fields of energy studies and political science seeking to understand the divergence in perspectives and understandings of energy security challenges between EU member states and in multilateral relationships between the EU as a whole.
Tallinn Manual 2.0 expands on the highly influential first edition by extending its coverage of the international law governing cyber operations to peacetime legal regimes. The product of a three-year follow-on project by a new group of twenty renowned international law experts, it addresses such topics as sovereignty, state responsibility, human rights, and the law of air, space, and the sea. Tallinn Manual 2.0 identifies 154 'black letter' rules governing cyber operations and provides extensive commentary on each rule. Although Tallinn Manual 2.0 represents the views of the experts in their personal capacity, the project benefitted from the unofficial input of many states and over fifty peer reviewers.
In this open access publication it is shown, that sustainable low carbon development is a transformative process that constitutes the shifting from the initially chosen or taken pathway to another pathway as goals have been re-visited and revised to enable the system to adapt to changes. However, shifting entails transition costs that are accrued through the effects of lock-ins that have framed decisions and collective actions. The uncertainty about these costs can be overwhelming or even disruptive. This book aims to provide a comprehensive and integrated analytical framework that promotes the understanding of transformation towards sustainability. The analysis of this book is built upon negotiative perspectives to help define, design, and facilitate collective actions in order to execute the principles of sustainability. Dr Dr Ariel Macaspac Hernandez is currently a researcher at the German Development Institute belonging to the research cluster knowledge cooperation and environmental governance. He was/is also a lecturer on negotiations, conflict and resource management, sustainability politics, environmental governance, climate change policies, development aid and sustainable energy systems in various universities in Germany, Philippines, Jamaica, Estonia, Spain and Mexico.
