DOWNLOAD EBOOKNegotiations are underway to agree the details of the European Union budget for the period of 2007 to 2013 (known as the Financial Perspective), covering the newly enlarged EU of 25 member states. Further enlargement is likely, with Bulgaria and Romania due to join in 2007 and the possible accession of Croatia and Turkey being considered. The Committee's report considers a range of issues in relation to the current budget debate, including the merits of the Commission's proposals within the framework of recent and future EU enlargement; the Common Agricultural Policy; Structural and Cohesion Funds; the Lisbon Agenda; other spending categories; the functioning of the 'Own Resources' and a EU tax; UK abatement and the Commission's proposal for a Generalised Corrective Mechanism. Conclusions reached include support for the UK Government's insistence that the UK rebate is non-negotiable, given the inadequate reforms of the CAP; however, if real reform of the budget was offered, then the UK Government should be prepared to negotiate. Structural funds should be focused on the 10 new member states, as well as the two applicant countries of Romania and Bulgaria, with the phasing out of EU regional development funds for all 'old' member states with the exception of Greece and Portugal.

DOWNLOAD EBOOKThis book offers an innovative theoretical and empirical analysis of integration in EU foreign and interior policies across the three pillars, from the Maastricht Treaty to the Treaty of Nice. The establishment of the three pillar structure with the Maastricht Treaty has been one of the key transformations of European governance. This divided EU policies into three main areas: European Community, Common Foreign and Security Policy (CFSP) and Justice and Home Affairs (JHA) and for the first time the two sovereignty related areas of foreign and interior policies became part of the formal governance structure of the EU. This is the first volume to present a comparative perspective on how integration in both areas across the three pillars has contributed to the construction of a distinct sovereignty dimension of the EU. Drawing from sociological institutionalism and on the basis of the two case studies of EU Middle East and migration policies, it offers a comprehensive empirical analysis of cross-pillar policy-making dynamics in foreign and interior policies in the EU. EU Foreign and Interior Policies will appeal to scholars and researchers interested in international relations, European Union politics and Middle East studies.

DOWNLOAD EBOOKWhy did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science. This book is an excellent resource for students and scholars of the European Union, Political Science, International Relations, Public Policy and Public Finance.
