"The Gulf of Mexico and South Atlantic Fishery Management Councils (Councils) jointly manage the spiny lobster fishery. NOAA Fisheries Service, in collaboration with the Councils, has developed this FSEIS to describe and analyze management alternatives to address the requirements of the Endangered Species Act.
