The project "Protection of the Canary Current Large Marine Ecosystem (CCLME) " was a regional initiative to set-forth governance reforms, investments and management programmes to help CCLME countries address priority transboundary concerns regarding the reduction of fisheries and related biodiversity and water quality. Transboundary Diagnostic Analysis (TDA) and a Strategic Action Programme (SAP) were achieved despite difficult working contexts. By formally adopting the SAP, participating countries confirmed their interest in and commitment to the ecosystem-based approach to marine and coastal resource management. Continuation of this success all depends on activities during the transition phase, which aim to enhance scientific achievements of the project and seek synergies with other national and regional initiatives. Small-scale fisheries (SSF) play an important role in food security and poverty reduction. However, this role is not always recognized and many SSF communities remain marginalized, both with regard to resource management and from a broader social and economic perspective. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument dedicated entirely to the immensely important small-scale fisheries sector. The project “Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives” is part of the FAO Umbrella Programme for the promotion and application of the SSF Guidelines. The evaluation of this project provides important lessons and recommendations that will inform the formulation and implementation of related on-going projects under the Umbrella Programme, for enhanced promotion and application of the SSF Guidelines. The evaluation found that the project has succeeded in firmly anchoring SSF considerations in the global fisheries policy and research agendas, and in increasing momentum in regional and national awareness of, and commitment to, the SSF Guidelines. The project has allowed a process of consolidation of the trajectory of change initiated with the adoption of the SSF Guidelines, but more time is needed for benefits to trickle to lower levels of governance and to SSF communities themselves.

Recurrent droughts in Ethiopia have been contributing to chronic food insecurity, deterioration of livelihoods and weakening capacity of communities to withstand future shocks. Following the 2011 food crisis in the Horn of Africa, ‘building resilience’ became a priority agenda for the international community to move from the division of emergency and development programming to a more holistic and complementary approach for addressing the root cause of disaster risk and vulnerability factors of recurrent drought. The project, implemented by FAO between 2015 and 2019, aimed to support and reinforce existing coordination mechanisms at the regional states and zonal administration levels and enhance linkages between short-term humanitarian interventions and long term development initiatives. The evaluation found that the project was highly relevant to the current context in Ethiopia, where preparedness and longer-term resilience have become priority areas of focus for all actors in humanitarian and development initiatives. Resilience coordination mechanisms have been strengthened at regional levels. However, the sustainability of these efforts will depend on the commitment of Government and partners to continue strengthening the existing coordination mechanisms and their ability to convene development partners.

The System for Earth Observation Data Access, Processing and Analysis for Land Monitoring (SEPAL) is a cloud-based computing platform for fast access and processing of remotely sensed data sources. It is designed to assist national forest monitoring and reporting for the Reducing Emissions from Deforestation and Forest Degradation, Forest Conservation, Sustainable Management of Forests and Enhancement of Carbon Stocks in Developing Countries (REDD+) mechanism. The terminal evaluation of the project found SEPAL to have been largely successful and relevant in achieving its aims. The evaluation recommended certain improvements, notably a “plan B” option to mitigate SEPAL’s dependency on Google Earth Engine, and assurance of continued relevance in Phase II of SEPAL.

The project “Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries” (StewardFish) aimed to support the implementation of the Caribbean and North Brazil Shelf Large Marine Ecosystems initiatives in seven countries of the Caribbean (Antigua and Barbuda, Barbados, Belize, Guyana, Jamaica, Saint Lucia, St. Vincent and the Grenadines) and implemented by five Caribbean regional entities. It aimed to empower fisherfolk throughout the fisheries value chains to engage in resource management, decision-making processes and sustainable livelihoods, with strengthened institutional support at all levels. The findings and conclusions of the terminal evaluations highlight the effectiveness of the project's capacity building activities, the platform for inter-agency collaboration, and the strengthening of legal and policy frameworks. Given the short time frame of the projects, as well as the interruptions due to the COVID-19, a number of recommendations are made in order to sustain the results achieved thus far, but which still require investment.

Rice and potatoes are Afghanistan’s two most staple crops after wheat. Rice production is dependent on water from irrigation canals, with most of Afghanistan’s irrigation infrastructure in disrepair, farmers are vulnerable. Between 2016 and 2018, FAO in Afghanistan (FAOAF) and the Ministry of Agriculture, Irrigation and Livestock (MAIL) rehabilitated irrigation infrastructure and laid the foundations of a virus-free potato seed industry in three provinces (Kunduz, Baghlan and Takhar). The project enhanced food production and contributed to the Government’s agricultural development and food security objectives. The evaluation recommends that future irrigation rehabilitation includes training to demonstrate improved cropping practices to help farmers build their resilience to external shocks. Training of potato farmers and enterprises involved in the industry will help determine the sustainability of the industry beyond the end of the project.

Chile has a native forest that constitutes 18 percent of its continental surface area and over 60 million hectares of protected areas. The country is considered a global hotspot of conservation priority due to its endemism and a high degree of habitat loss. The loss of ecosystems could increase if economic development does not progressively adopt sustainability standards that create less of an impact on biodiversity. From August 2015 to May 2020, FAO implemented the project in order "to develop and implement an integrated monitoring and assessment system on carbon stocks and biodiversity in forest ecosystems (SIMEF) supporting the National Greenhouse Gases Inventory (INGEI) and the design of policies, regulations and SFM practices incorporating the REDD+ Programme and biodiversity conservation in forest ecosystems". The project established sound foundations that improve the monitoring of the conditions of forest ecosystems and, consequently, more robust information is generated and with greater frequency. It is worth highlighting the creation of an interinstitutional structure that will support the continuity of the SIMEF and the creation of a digital platform with five tools. The SIMEF is, at present, a regular programme of the Chilean State with a governance system and with a permanent annual budget. Given this, the sustainability of the achievements made in the project can be maintained and strengthened. However, a low level of appropriation of the system at local level was identified, which could affect its sustainability.

This is the final evaluation report of a project that aimed to strengthen the agricultural and pastoral sectors’ climate change adaptation (CCA) capacities in the Niger. The project reached 21 142 direct beneficiaries (or 106 percent of the target), including 51 percent women. However, the project experienced shortcomings in terms of its management (from start-up to mid-term), its third expected result (integration of CCA into development policies and plans) and its mobilization/accounting of co-financing partners. The expected third result will be continued under the agro-pastoral field school-community listeners’ clubs (AFPS-CLC) component of the Climate-Smart Agriculture Support Project (PASEC). Despite project achievements, the evaluation concludes FAO must nevertheless improve certain project management and mobilization of co-financing mechanisms, strengthen the capacities of partners based on their needs-analysis, and recommends developing a long-term partnership with farmer organizations to strengthen their extension and advisory support capacities.
