Field Manual FM 3-52 Airspace Control October 2016 FM 3-52 Airspace Control, updates the previous 8 February 2013 version of FM 3-52 to reflect lessons learned through recent operational experience and to adapt to the joint airspace community's release of updates to JP 3-52, and ATP 3-52.1 as well as ATP 3-91.1. Two significant changes occur from the previous manual. First, the alignment of air support operation centers with active Army division headquarters allow for the greater responsiveness and flexibility of responsive fires and division assigned airspace. The central idea of this publication reflects the Army's role within a larger framework (unified action) and its focus on maximum flexibility through a philosophy of mission command and an operations process approach. The other significant change from the previous FM 3-52 is a reorganization of airspace coordinating measures.

Information age developments coupled with a revolution in military technology have profoundly influenced the depth, breadth, and height of the battlespace. In today's operational environment, capabilities of friendly and enemy forces to acquire and dominate each other by fires and maneuver are maximized by effectively using the electromagnetic spectrum. Exponential improvements of targeting capabilities occur almost daily in our technological age. Although extending the battlespace has evolved throughout the history of warfare, space and airborne platforms have improved the commander's capabilities to visualize the battlespace, target the enemy, and process and distribute information beyond any twentieth century expectations. Twenty-first century technologies have placed increasing demands on using airspace. Airspace has become a crucial resource that the combat commander must manage efficiently with increasing numbers and types of airspace users. Army airspace command and control (A2C2) is the Army's application of airspace control to coordinate airspace users for concurrent employment in the accomplishment of assigned missions. It provides the necessary command and control structure for the effective use of airspace. This field manual describes the doctrinal principles and fundamentals for organizing, planning, and using airspace. Beginning with the fundamentals of airspace management at the joint level and working through A2C2 management at each echelon of command, this manual is both a primer for airspace users and a primary reference for A2C2 staff planners. This manual provides the guidance to integrate, coordinate, synchronize, and regulate the Army's use of airspace. It focuses on how the Army uses airspace in planning and executing the commander's intent. Coordinating and integrating the use of the airspace is a force multiplier; it ensures that all battlefield operating systems are available to positively impact the course of the battle. Military operations in the 21st century are highly complex and require detailed planning across components to be both effective and efficient. Recent conflicts have demonstrated the need for airspace control in varying levels of conflict, from major operations and campaigns to stability operations. We share airspace during military operations with civil users, nongovernmental organizations, coalition military forces, and host nation users. We must ensure the safety of all users, even if combat operations are ongoing while civil aviation continues. The doctrine outlined in this document enables combat effectiveness while promoting the safe, efficient, and flexible use of airspace with a minimum of restraint placed upon airspace users. Our doctrine for airspace control rests upon the Air Force tenet of centralized control and decentralized execution. The Air Force theater air control system provides the commander, Air Force forces the ability to conduct theater-wide air operations and typically forms the backbone of the theater air ground system. This system integrates the efforts of all components to maximize the efficiency of air operations throughout the theater. The joint force commander (JFC) normally designates the commander of Air Force forces as the joint force air component commander, airspace control authority, and area air defense commander. The air component commander, as the airspace control authority, develops the airspace control plan (ACP) on behalf of the JFC. The airspace control authority cannot restrict combat operations by other components. However, should the JFC decide to enact restrictions on air operations during certain phases of the operation, the ACP will detail those restrictions. The ACP, when signed by the JFC, contains policies and procedures that flow directly from the JFC's authority. Our doctrine is broadly stated to fit varying levels of contingencies and diverse geographical areas, while encompassing joint and multinational operations. Study it, discuss it, and be ready to recommend improvements to it based upon your unique experiences. We must be able to articulate the unique contributions Airmen make to provide a safe, reliable, and flexible environment for all friendly airspace users. The proponent of FM 3-55 is the United States Army Combined Arms Center. The preparing agency is the Combined Arms Doctrine Directorate, United States Army Combined Arms Center. The Army currently has no unified methodology or overall plan to define or establish how it performs or supports information collection activities at all echelons. This publication clarifies how the Army plans, prepares, and executes information collection activities in or between echelons. FM 3-55 emphasizes three themes. First, foundations of information collection that demonstrate information collection activities are a synergistic whole, with emphasis on synchronization and integration of all components and systems. Second, commanders and staff have responsibilities in information collection planning and execution. The emphasis is on the importance of the commander's role. Finally, the planning requirements and assessing success of information collection is measured by its contributions to the commander's understanding, visualization, and decisionmaking abilities. With the exception of cyberspace, all operations will be conducted and outcomes measured by effects on populations. This increases the complexity of information collection planning, execution, and assessment and requires more situational understanding from commanders. The staff is part of information collection activities and every Soldier collects and reports information. This field manual cannot provide all the answers. Its purpose is to prompt the user to ask the right questions. This FM complies with Doctrine 2015 guidelines. Chapter 1 provides the Army definition of information collection and its relation to the joint construct of intelligence, surveillance, and reconnaissance. Chapter 2 examines the roles and actions of the commander and staff in information collection planning and execution. This chapter also discusses the working group for information collection. Chapter 3 describes information collection planning and information collection activities assessment. Chapter 4 discusses information collection tasking and directing. The operations staff integrates collection assets through a deliberate and coordinated effort across all warfighting functions. Tasking and directing is vital to control limited collection assets. Chapter 5 provides an overview of the information collection assets and capabilities available to Army commanders. Chapter 6 examines joint intelligence, surveillance, and reconnaissance activities.
