Modern technology combined with other factors such as environmental regulations has disrupted this policy approach. Federal agencies may affect port competition in three ways: allocation of funds for dredging or for port facilities; implementation of existing regulations as they pertain to the siting and operation of terminal facilities and their vessel movements; or formulation of new policies or programs which directly or indirectly affect ports. The federal government must acknowledge the administrative dilemma confronting the traditional approach to federal port policy, establish a unified governmental approach to port planning and development, and take the necessary steps to evaluate the future competitive impacts on ports of its actions.
