The town hall or city hall as a place of local governance is historically related to the founding of cities in medieval Europe. As the space of representative civic authority it aimed to set the terms of public space and engagement with the citizenry. In subsequent centuries, as the idea and built form travelled beyond Europe to become an established institution across the globe, the parameters of civic representation changed and the town hall was forced to negotiate new notions of urbanism and public space. City Halls and Civic Materialism: Towards a Global History of Urban Public Space utilizes the town hall in its global historical incarnations as bases to probe these changing ideas of urban public space. The essays in this volume provide an analysis of the architecture, iconography, and spatial relations that constitute the town hall to explore its historical ability to accommodate the "public" in different political and social contexts, in Europe, Asia, Australia, Africa and the Americas, as the relation between citizens and civic authority had to be revisited with the universal franchise, under fascism, after the devastation of the world wars, decolonization, and most recently, with the neo-liberal restructuring of cities. As a global phenomenon, the town hall challenges the idea that nationalism, imperialism, democracy, the idea of citizenship – concepts that frame the relation between the individual and the body politic -- travel the globe in modular forms, or in predictable trajectories from the West to East, North to South. Collectively the essays argue that if the town hall has historically been connected with the articulation of bourgeois civil society, then the town hall as a global spatial type -- architectural space, urban monument, and space of governance -- holds a mirror to the promise and limits of civil society.

Around 1900 cities in Southern and Eastern Europe were persistently labeled "backward" and "delayed." Allegedly, they had no alternative but to follow the role model of the metropolises, of London, Paris or Vienna. This edited volume fundamentally questions this assumption. It shows that cities as diverse as Barcelona, Berdyansk, Budapest, Lviv, Milan, Moscow, Prague, Warsaw and Zagreb pursued their own agendas of modernization. In order to solve their pressing problems with respect to urban planning and public health, they searched for best practices abroad. The solutions they gleaned from other cities were eclectic to fit the specific needs of a given urban space and were thus often innovative. This applied urban knowledge was generated through interurban networks and multi-directional exchanges. Yet in the period around 1900, this transnational municipalism often clashed with the forging of urban and national identities, highlighting the tensions between the universal and the local. This interurban perspective helps to overcome nationalist perspectives in historiography as well as outdated notions of "center and periphery." In the nineteenth century, new cemeteries were built in many Italian cities that were unique in scale and grandeur, and which became destinations on the Grand Tour. From the Middle Ages, the dead had been buried in churches and urban graveyards but, in the 1740s, a radical reform across Europe prohibited burial inside cities and led to the creation of suburban burial grounds. Italy’s nineteenth-century cemeteries were distinctive as monumental or architectural structures, rather than landscaped gardens. They represented a new building type that emerged in response to momentous changes in Italian politics, tied to the fight for independence and the creation of the nation-state. As the first survey of Italy’s monumental cemeteries, the book explores the relationship between architecture and politics, or how architecture is formed by political forces. As cities of the dead, cemeteries mirrored the spaces of the living. Against the backdrop of Italy’s unification, they conveyed the power of the new nation, efforts to construct an Italian identity, and conflicts between Church and state. Monumental cemeteries helped to foster the narratives and mentalities that shaped Italy as a new nation.
