The objectives of the "Interagency Helicopter Operations Guide" (IHOG) are to: Promote safe, cost-efficient and effective aviation services in support of agency and interagency goals and objectives; Define and standardize national, interagency helicopter management and operational procedures for helicopter users from participating agencies; Through standardization, facilitate the ability of personnel from different agencies to work cooperatively on incidents or projects; and Provide a framework within which areas, regions, states, and local units can provide supplemental, site-specific guidance. The procedures contained in this guide apply to helicopter operations conducted by providers and users of helicopters from participating agencies. This guide addresses both incident and resource helicopter operations.

The authors conclude that, for the first time in modern combat, air power was the equal partner of land and sea power, performing the "critical enabling function" that led to victory. The authors seek to moderate, however, certain claims made by airpower advocates after the war: they maintain that the war did not demonstrate that a strategic air campaign guarantees victory, but rather that air power, skillfully employed under the right conditions, can neutralize, if not completely destroy, a modern army in the field. Nor did the war display breakthroughs in weapon technology, but rather the prowess of well-trained and motivated airmen and their support crews in using maturing technology. Moreover, the authors maintain, the air war was not fought as "jointly" as many supposed. The sheer mass of available air power allowed it to be used inefficiently at times to cater to doctrinal preferences of the various services.

Study to show thyself approved unto God a workman that needeth not to be ashamed. But few words have as many different meanings and nuances as "work": to forge or to shape, to stir or to knead, to solve, to exploit, to practice trickery for some end, to excite or to provoke, to persuade or to influence, to toil, and the like. A need for precision in meaning is requisite with respect to work, not only in common discourse, but, even more so, in scholarly communication.
