Borderlands: Europe and the Mediterranean Middle East proposes a profound rethink of the complex relationship between Europe-defined here as the European Union and its members-and the states of the Mediterranean Middle East and North Africa (MENA), Europe's 'southern neighbours'. These relations are examined through a borderlands prism that conceives of this interaction as of one between an empire of sorts, which seeks to export its order beyond the border, and the empire's southern borderlands. Focusing on trade relations on the one hand, and the cooperation on migration, borders, and security on the other, the book revisits the historical origins and modalities of Europe's selective rule transfer to MENA states, the interests underwriting these policies, and the complex dynamics marking the interaction between the two sides over a twenty-year period (1995-2015). It shows that within a system of structurally asymmetric economic relations from which Europe and MENA elites benefit the most, single MENA governments have been co-opted into the management of border and migration control where they act as Europe's gatekeepers. Combined with specific policy choices of MENA governments, Europe's selective expansion of its rules, practices, and disaggregated borders have in fact contributed to rising socio-economic inequalities and the strengthening of authoritarian rule in the 'southern neighbourhood', with Europe tacitly tolerating serious violations of the rights of refugees and migrants at its fringes. Challenging the self-proclaimed benevolent nature of European policies and the notion of 'Fortress Europe' alike, the findings of this study contribute to broader debates on power, dependence, and interdependence in the discipline of International Relations.
This volume examines the role of the European Union in creating a system of governance involving the countries and regions of its new 'neighbourhood'. Enlargement has functioned as one of the EU's most effective foreign policy tools, yet the EU is rapidly approaching the limits of its capacity to accept new member states. It therefore must develop ways of extending and preserving the European zone of peace and stability that do not rely on the prospect of membership as a means of influencing the behaviour of non-member countries. A major step in this direction is the EU's new European Neighbourhood Policy (ENP). The ENP aims to create a ring of 'well-governed and friendly' countries along the EU's eastern, southeastern, and southern peripheries. This volume situates this policy in a broad, analytically-coherent framework, supported by a full range of ENP case studies, to explain whether the ENP represents a truly new approach to regional governance and, if so, what lessons that effort might offer to larger debates about the future of Europe, transatlantic relations and international order.
This edited volume brings together some of the most important scholarly perspectives – in the form of both journal article reprints and original contributions – on the structure and dynamics of the EU’s multi-layered relations with its Eastern neighbours within the Eastern Partnership (EaP) framework and beyond. In May 2019, the EU’s EaP – an ambitious and sophisticated policy framework, conjoining elements of cooperation and integration, with the EU’s six eastern neighbours, i.e. Ukraine, Belarus, Moldova, Georgia, Armenia and Azerbaijan – turned ten years. This anniversary, in conjunction with repeatedly voiced critique by scholars and policy-makers alike regarding the framework’s effectiveness and utility, led the EU to submit the EaP to a fundamental auditing and revision. Structured around both enduring and emerging issues in the broader EU-Eastern neighbourhood framework, this book provides a retrospective analysis of key structural and relational challenges, unfolding regional dynamics, distinctive forms of bilateral/multilateral engagement, whilst also offering a critical perspective on the contested future relations between the EU and its Eastern neighbours. Looking backwards and providing a critical and thorough assessment of the first ten years of the EaP in practice, this book thinks forward and gauges its many potential future avenues. This comes at a crucial moment, as the EU and its six Eastern neighbours are in search of new and mutually acceptable forms of association.
A comprehensive and theoretically informed examination of European foreign policy making towards the Mediterranean, from 1957 to nowadays. The book focuses on the reasons and the patterns of Europeans' actions, with a special emphasis on the early 1970s and on current times. It analyses how interest in Europe for the Mediterranean has generally arisen out of a shared sense of puzzlement in front of challenges, such as terrorism or migration, originating from the Southern neighbours. The book casts new light on the role of member states as policy entrepreneurs in European integration, and explains European foreign policy as a way to collectively reconstruct a new understanding of Euro-Mediterranean relations.

This book offers an analysis of the dynamics of Israeli-European relations and discusses significant developments in that relationship from the late 1950s through to the present day. The tension between the aim of creating sustainable multilateral region-building dynamics and the need to find more differentiated and flexible forms of cooperation has been ever-present in Euro-Mediterranean relations. This book examines the European Union’s contribution to providing security in Europe amidst an increasingly complex and challenging environment. In this new and comprehensive guide to the EU's role in security since the end of the Cold War, the authors offer an explanation of EU internal and external security regimes, and argue that the Union has become an important exporter of security within its region. However, the Union’s rhetorical ambitions and commitments continue to outstrip its capabilities and it lacks both a common conceptualisation of security and a meaningful, shared strategic culture.
