The Democratic Republic of the Congo is one of the main beneficiaries of EU support, with about 1.9 billion euro of assistance provided between 2003 and 2011. In this report, the European Court of Auditors assessed if the Commission and the EEAS managed effectively EU support for governance and whether this support achieved its planned results. It focused on key areas of governance: the electoral process, justice and police, public finance management reforms and the decentralisation process. It concludes that EU support has been set within a generally sound cooperation strategy, addressing main needs, but progress has been slow, uneven and overall limited. Sustainability was an unrealistic prospect for most projects examined. This was in part due to the fragile country context but also due to shortcomings in the way in which the Commission and the EEAS have managed their cooperation with the DRC. -- EU Bookshop.

The development of an effective state, a reliable infrastructure, and a dynamic private sector has long been hampered by political economy obstacles in the Democratic Republic of Congo. Resilience of an African Giant identifies these obstacles, which prevent the country from realizing its economic potential as the second-largest country in Sub-Saharan Africa, and outlines how they can be—and in some cases have been—overcome. This book analyses how the European Union translates its principles of peace and justice into policy and puts them into practice, particularly in societies in or emerging from violent conflict. The European Union treaty states that in its relations with the wider world, the EU is to promote peace, security, the protection of human rights, and the strict observance and the development of international law. The EU is active in peace processes around the world, yet its role in international peace mediation is largely ignored. This book offers the first scholarly analysis of how the EU engages in peace processes and justice for human rights violations, focussing on the point where mediation and transitional justice intersect. Drawing on extensive fieldwork, the book includes case studies of how the EU sought to promote peace and justice in the Democratic Republic of Congo (DRC), how it supports international justice through the International Criminal Court, and a model of the EU as a mediator. These provide an evidence-base for policy makers and practitioners as well as strong empirical contributions to theory. The book addresses whether and how the EU pursues its principles of both peace and justice in conflict zones, where, in practice, these principles may be in conflict, and the implications of these findings for understanding EU foreign policy and the EU as a security actor. This book focuses on the problems of, and prospects for, strengthening the global system of security governance in a manner consistent with the aspirations and practices of the EU. The EU approach to security governance has been successful in its immediate neighbourhood: it has successfully exported its preferred norms and principles to applicant countries, thereby 'pacifying' its immediate neighbourhood and making all of Europe more secure. The EU governance orientation ultimately seeks to enlarge the European security community and expand the geopolitical area within which armed conflicts are inconceivable, and where state and private actors converge around a set of norms and rules of behaviour and engagement. The EU's success along its immediate boundaries has not yet been replicated on a global scale; it remains an open question whether the EU system of governance can be exported globally, owing to different normative structures (for example, a tolerance of armed conflict or non-democratic governance internally), great-power competition (such as US--China), or ongoing processes of securitization that has made it difficult to find a commonly accepted definition of security. Moreover, the EU system of security governance clashes with the continuing unwillingness of other major powers to cede or pool sovereignty as well as varying preferences for unilateral as opposed to multilateral forms of statecraft. This edited volume addresses both the practical and political aspects of security governance and the barriers to the globalization of the EU system of security governance, particularly in the multipolar post-Cold War era. This book will be of great interest to students of security governance, EU politics, European Security and IR in general. This book argues that we can understand and explain the EU as a security and peace actor through a framework of an updated and deepened concept of security governance. It elaborates and develops on the current literature on security governance in order to provide a more theoretically driven analysis of the EU in security. Whilst the current literature on security governance in Europe is conceptually rich, there still remains a gap between those that do 'security governance' and those that focus on 'security' per se. A theoretical framework is constructed with the objective of creating a conversation between these two literatures and the utility of such a framework is demonstrated through its application to the geospatial dimensions of EU security as well as specific cases studies in varied fields of EU security. Public authorities from all levels of government increasingly turn to Citizens' Assemblies, Juries, Panels and other representative deliberative processes to tackle complex policy problems ranging from climate change to infrastructure investment decisions. They convene groups of people representing a wide cross-section of society for at least one full day – and often much longer – to learn, deliberate, and develop collective recommendations that consider the complexities and compromises required for solving multifaceted public issues.
This open access book analyses the domestic politics of African dominant party regimes, most notably African governments’ survival strategies, to explain their variance of opinions and responses towards the reforming policies of the EU. The author discredits the widespread assumption that the growing presence of China in Africa has made the EU’s task of supporting governance reforms difficult, positing that the EU’s good governance strategies resonate better with the survival strategies of governments in some dominant party regimes more so than others, regardless of Chinese involvement. Hackenesch studies three African nations – Angola, Ethiopia and Rwanda – which all began engaging with the EU on governance reforms in the early 2000s. She argues that other factors generally identified in the literature, such as the EU good governance strategies or economic dependence of the target country on the EU, have set additional incentives for African governments to not engage on governance reforms.
