This book analyses the Association of Southeast Asian Nations (ASEAN) as a powerful actor in International Relations by examining how the ASEAN community has evolved, looking specifically at its relationship with the EU with regards to human rights. The book adds to important contemporary debates within constructivist theory, shedding light on the need for ‘critical’ constructivism that emphasises language and contestation and what that may entail. On an empirical level, it challenges the idea of an 'EU-centrism,' demonstrating how ASEAN is the major driving force behind its human rights and community aspirations, as well as within the ASEAN-EU relationship. Furthermore, this book engages with the introspection surrounding constructivism by addressing the trouble with 'norms,' and instead unpacking the relationship between ASEAN and the EU to show language power in play. In particular, the book looks at how language, or rather coercive language, helps us ‘see’ contestation in action, something that researchers sympathetic towards the idea of ASEAN’s ‘resistance’ have been unable to show through a focus on norms. Tracing the evolution of the ASEAN community and human rights aspirations in a new light, showing how exactly the EU remains an inspiration, but not a model, and more interestingly how ASEAN demonstrates power in the relationship, the book will be of interest to academics working on Asian Studies, European Studies, International Relations Theory and human rights.

This book comparatively analyses the role of the EU in influencing the policies of other regional organisations by assessing its role in leading the institutionalisation of ASEAN disaster management institutions. By exploring the role of actors as drivers of the process that led to the institutionalisation of the ASEAN disaster response mechanism, it unpacks the process and assesses the role of the EU in directly or indirectly leading this process, whilst including the role played by other relevant actors, namely Australia, New Zealand, Japan, USA and the UN. In doing so, the book proposes an original framework going beyond the idea of the EU as a sui generis actor and adds a comparative dimension to the analysis of the EU's influence on regional processes. This book will be of key interest to scholars, students and practitioners of EU External Relations, Security Studies, Regional Studies, disaster management, ASEAN-EU relations, EU actorness, and more broadly to and Asia Studies, international relations and inter-regionalism. This book highlights the emerging bidirectional interactions between Europe—primarily the EU—and Asia in the fields of political economy, development, environmental policy, security, diplomacy, and inter-institutional relations within the context of two recent global trends: the rise of China and the growing withdrawal of the U.S. from multilateral commitments. The volume incorporates nine different aspects and dimensions of Asian-European relations. In recent decades, Asia has (re-)gained rising importance on the world stage, which also entails closer interconnections with Europe. In an age of receding American global leadership and reduced commitments to its European allies, the EU and its member states have increasingly become more open to seeking and considering new partnerships. The rising economic prowess of Asia has made it of particular interest for European states. The book’s focus lies on potential challenges and opportunities in the bidirectional interactions between European and Asian states and institutions.

This wide-ranging book analyses EU-Asia security relations in a systematic, substantive and comparative manner. The contributions assess similarities and differences between the EU and its Asian partners with respect to levels of threat perception, policy response and security cooperation in the context of historical, institutional and external factors – such as the influence of the United States. The book presents original empirical research organised in four parts: a number of contributions providing discussions of the global context in which EU-Asia security relations develop; a series of chapters covering the range of dimensions of EU-Asian security, including both traditional and non-military aspects of security; chapters addressing the specific issues touching on bilateral relations between the EU and its partners in the Asia-Pacific region; and a final part presenting the overall findings across the various contributions together with the future outlook for EU-Asia security relations.
