Originally published in 1998, International Society and the De Facto Society explores the phenomenon of de facto statehood in contemporary international relations. The de facto state is almost the inverse of what Robert Jackson has termed the ‘quasi-state’. The quasi-state has an ambassador, a flag, and a seat at the United Nations, but it does not function positively as a viable governing entity. Its limitations though, do not detract from sovereign legitimacy. The de facto state, on the other hand, lacks legitimacy yet effectively controls a given territorial area and provides governmental services to a specific population. The book engages in a birth, life, and death or evolution examination of the de facto state.
War has traditionally been studied as a problem deriving from the relations between states. Strategic doctrines, arms control agreements, and the foundation of international organizations such as the United Nations are designed to prevent wars between states. Since 1945, however, the incidence of interstate war has actually been declining rapidly, while the incidence of internal wars has been increasing. The author argues that in order to understand this significant change in historical patterns, we should jettison many of the analytical devices derived from international relations studies and shift attention to the problems of 'weak' states, those states unable to sustain domestic legitimacy and peace. This book surveys some of the foundations of state legitimacy and demonstrates why many weak states will be the locales of war in the future. Finally, the author asks what the United Nations can do about the problems of weak and failed states.
Despite decades of nation-building exercise, ethnic-based claims for substantive equality, justice and equitable political inclusion and socio-economic order continue to result in communal rivalries. These are claims that define and represent the issue of minorities in Africa, of which these conflicts are manifestations. Although ethnic conflicts in Africa have been a subject of a large number of studies, the potential and role of norms on minority rights to address claims that ethno-cultural groups raise has not received the attention it deserves. Based on materials from normative political theory and international human rights law and using an empirical and prescriptive analysis, this book defends a robust system of minority rights built around culture, equality and self-determination. This is employed to elaborate an adequate constitutional design providing policy frameworks (multilingual language policy, recognition and affirmation of cultural diversity,), structures (that ensure just representation and participation of members of all groups) and norms (that guarantee substantive equality and the rights to language, religion and culture). The study then proffers two cases studies (South Africa and Ethiopia) to ascertain how such constitutional design might be translated into actual policy frameworks, institutions and norms.
For millennia humanity has simultaneously deplored and waged war. With each conflict the stakes have risen, and we now face global annihilation for the sake of a practice all the world claims to condemn. Is there some seemingly irresistible force that impels us toward our own destruction? To explain this central paradox of human behaviour, Genetic Seeds of Warfare, originally published in 1989, advances a startling new theory. It traces the origins of warfare back to early groups of Homo sapiens in competition for scarce resources, showing that warfare evolved as these groups evolved: kin-group against kin-group; tribe against tribe; nation against nation. Rather than being tied to a specific gene, warfare emerged as one of many behavioural strategies for maximising genetic survival. As social groups became more complex, motivations for warfare developed from simple protection of blood relations to political appeals to shared ethnicity, religion, and national identity. But the ultimate cause of warfare is rooted in the most basic of human drives: the need to ensure that one’s genes will survive and reproduce. The authors challenge many assumptions about human behaviour in general, and warfare in particular. They convincingly present the case for an evolutionary understanding of the propensity for warfare, supporting their argument with data from a vast array of social and natural science research. In doing so, they reveal why previous attempts at ending war have failed, and make proactive suggestions toward the development of a new agenda for world peace.
