This book has its origins in an M.I.T. research project that was funded by the U.S. Environmental Protection Agency (EPA). Our immediate objective was to prepare a set of case studies that examined bargaining and negotiation as they occurred between government, environmental advocates, and regulatees throughout the traditional regulatory process. The project was part of a larger effort by the EPA to make environmental regulation more efficient and less litigious. The principal investigator for the research effort was Lawrence Sus skind of the Department of Urban Studies and Planning. Eight case studies were prepared under the joint supervision of Susskind and the authors of this book. Studying the negotiating behavior of parties as we worked our way through an environmental dispute proved enlightening. We observed missed oppor tunities for settlement, negotiating tactics that backfired, and strategies that ap peared to be grounded more in intuition than in thoughtful analysis. At the same time, however, we were struck by how often the parties ultimately managed to muddle through. People negotiated not out of some idealistic commitment to consensus but because they thought it better served their own interests. When some negotiations reached an impasse, people improvised mediation. These disputants succeeded in spite of legal and institutional barriers, even though few of them had a sophisticated understanding of negotiation.

As urban regions face the demand to decrease fossil fuel dependency, many cities in the developing world are undertaking initiatives designed to create a greener city by aiming for a more sustainable form of urban development and, to do so, they need to evaluate existing modes of transportation and patterns of land use. Focusing on Oslo, an early leader in urban environmental policy making and a European 'green city' award winner, it argues that this evaluation must adopt and integrate two approaches: firstly, as a process of ecological modernization based on a combination of transit, densification, and mixed use development and secondly, as an opportunity to reconsider the character and substance of the built environment as a reflection of natural values, landscapes and natural resources of the wider region. Environmental debate and concern is widespread in Oslo, and this is reflected in its earlier planning decisions to leave intact large forest reserves, its successful ecological restoration of the Oslo fjord, the importance of outdoor culture among its residents, the relatively progressive political agenda of Norway, This book provides an opportunity for a critical assessment of the limitations and opportunities inherent in 'green Oslo' and suggests the need for much broader integrative approaches. It concludes by highlighting lessons which other cities might learn from Oslo.

The story of Singapore’s remarkable achievements in the first half century after its independence is now widely known. In Planning Singapore: The Experimental City, Stephen Hamnett and Belinda Yuen have brought together a set of chapters on Singapore’s planning achievements, aspirations and challenges, which are united in their focus on what might happen next in the planning of the island-state. Chapters range over Singapore’s planning system, innovation and future economy, housing, biodiversity, water and waste, climate change, transport, and the potential transferability of Singapore’s planning knowledge. A key question is whether the planning approaches, which have served Singapore so well until now, will suffice to meet the emerging challenges of a changing global economy, demographic shifts, new technologies and the existential threat of climate change. Singapore as a global city is becoming more unequal and more diverse. This has the potential to weaken the social compact which has largely existed since independence and to undermine the social resilience undoubtedly needed to cope with the shocks and disruptions of the twenty-first century. The book concludes, however, that Singapore is better-placed than most to respond to the challenges which it will certainly face thanks to its outstanding systems of planning and implementation, a proven capacity to experiment and a highly developed ability to adapt quickly, purposefully and pragmatically to changing circumstances.
