Excerpt from Energy Policy and Conservation Act Amendments: Hearing Before the Subcommittee on Energy and Power of the Committee on Energy and Commerce, House of Representatives, One Hundred Third Congress, Second Session, May 25, 1994 The State Energy Conservation Programs provide a focus for a variety of energy programs in the States, and as you know, in the Energy Policy Act of 1992, the role of the States was strengthened in many areas alternative fuels, renewables, integrated resource planning, building efficiency, and a host of other things. We believe it is important that the program for providing support to these State energy programs be continued. Finally, the Weatherization Assistance Program, which improves the energy efficiency of homes of low-income and elderly people and those with disabilities, we believe that is an important program. It is a win-win-win program, because it helps the needy by reducing their utility bills, it helps provide jobs for low-income people who do the weatherization, and it increases our energy security to the extent that we can reduce expenditures of energy in our homes. In summary, Mr. Chairman, these programs are all central to our national energy policy. We believe they are working well.
