People experience disasters very differently. Conflicts about a »correct« interpretation of the risks might arise. The side-by-side of different truths lead to people seeing mismanagement and disinformation. The volcanic crisis of El Hierro shows how rivalling interpretations amongst affected islanders, the media, sciences, and disaster response institutions cause great social tensions and scepticism towards scientific information. Thus, to fully understand disaster risk, the focus must shift to the rifts between established convictions and the individuals' creativity to overcome them, taking into account their embeddedness in various fields of practice, each with their own rationales and ruptures.

This book includes the proceedings of the North Atlantic Treaty Organization’s (NATO) 2008 Advanced Research Workshop (ARW). The goal of the meeting was to explore methods to involve the community in the fight against terrorism in an effort to enhance its protection from terrorist attacks and to establish a network between the participants for future collaborations. The two main topics of this book are: (1) Defining the problem of terrorism and collective community protection; why does terrorism exists and why do people join and/or support extremist groups? (2) Counter-terrorism practices and their relation to the community; focused on developing non-orthodox methods to combat terrorism. In other words, why communities should be included in the fight against terrorism. This book should be seen as a guide for policy makers and practitioners to gain a better understanding of how counter terrorism, as well as many other applications, requires community support and involvement to the fullest extent possible. Because the existing threat of terrorism is proof of the failed classical militaristic approaches, the time has come to integrate our communities into the practice of fighting the threat together.

This open access book summarizes the findings of the VUELCO project, a multi-disciplinary and cross-boundary research funded by the European Commission's 7th framework program. It comprises four broad topics: 1. The global significance of volcanic unrest 2. Geophysical and geochemical fingerprints of unrest and precursory activity 3. Magma dynamics leading to unrest phenomena 4. Bridging the gap between science and decision-making Volcanic unrest is a complex multi-hazard phenomenon. The fact that unrest may, or may not lead to an imminent eruption contributes significant uncertainty to short-term volcanic hazard and risk assessment. Although it is reasonable to assume that all eruptions are associated with precursory activity of some sort, the understanding of the causative links between subsurface processes, resulting unrest signals and imminent eruption is incomplete. When a volcano evolves from dormancy into a phase of unrest, important scientific, political and social questions need to be addressed. This book is aimed at graduate students, researchers of volcanic phenomena, professionals in volcanic hazard and risk assessment, observatory personnel, as well as emergency managers who wish to learn about the complex nature of volcanic unrest and how to utilize new findings to deal with unrest phenomena at scientific and emergency managing levels. This book recognizes Mexico's effects and challenges in a natural disaster and offers empirical risk-reduction methods in critical cases. The proposals considered here include real and detailed analysis, a set of models, frameworks, strategies, and findings in the three stages of the disaster (before–during–after). This book: describes the methodology to find secure locations for the Regional Humanitarian Response Depot; offers recommendations for the sites and creation of an Export Logistics Cluster; shows how to use available technology and information to locate volunteers in the right spots describes mathematical models to help to allocate procedure of resources for restoring the affected community and proposes actions to create resilience in the country's main economic sectors, including agriculture and industry. The processes applied at recent disasters such as the 19S earthquake and their results are used as case studies, identifying possibilities for further improvement. The book also describes new trends for Mexico due to climate change and makes suggestions for mitigating future disasters. The proposals are also replicable to other highly populated societies with similar socio-economic structures. Finally, this book is the basis for generating more innovative recommendations by researchers, graduate students, academics, professionals, and practitioners to obtain better planning and better collaboration between all the humanitarian chain actors. This book intends to be of interest as a fundamental tool for decision-makers, governments, non-governmental organizations, and enterprises.

A consistent problem that confronts disaster reduction is the disjunction between academic and expert knowledge and policies and practices of agencies mandated to deal with the concern. Although a great deal of knowledge has been acquired regarding many aspects of disasters, such as driving factors, risk construction, complexity of resettlement, and importance of peoples’ culture, very little has become protocol and procedure. Disaster Upon Disaster illuminates the numerous disjunctions between the suppositions, realities, agendas, and executions in the field, goes on to detail contingencies, predicaments, old and new plights, and finally advances solutions toward greatly improved outcomes.
