For several decades, the phenomenon of irregularity in urban land tenure has been central element in the growth of Latin American cities. In the case of Tijuana, informal settlements have proliferated through the city’s history as a result of spectacular population growth, a significant share of the population’s lack of economic capacity to acquire housing, a limited supply of land in the real estate market for housing construction, local topographical obstacles, and institutional weaknesses in all three levels of government that prevent the orderly oversight of property rights and urban development. According to the findings of this study, more than half of currently occupied dwelling units in the Tijuana had irregular origins. In the context, the book embodies a systematic approach to the study of land tenure informality in the city. The research findings address the location and dimensions of informal settlements; their implications for housing quality and availability of basic public services and urban infrastructure, as well as implications for local real estate markets; and the limitations of the public institutions charged with housing production and supervision and with the process of land tenure regularization. The research presented here retains its currency and topicality ten years after it was carried out. This English edition is an effort to contribute to debate and analysis about one of the central issues in economic and social progress in every large city in the developing world.

While local government is found in all federal countries, its place and role in the governance of these countries varies considerably. In some countries, local government is considered an essential part of the federal nature of the state and recognized in the constitution as such, whereas in others it is simply a creature of the subnational states/provinces. When referring to local government it is more correct to refer to local governments (plural), as these institutions come in all shapes and sizes, performing widely divergent functions. They range from metropolitan municipalities of mega-cities to counties, small town councils, and villages. Their focus is either multi-purpose in the case of municipalities or single purpose in the case of special districts and school districts. What unites these institutions of state is that there is no level of government below them. This book assesses the impact of decentralization on Mexico’s intergovernmental relations and examines the constraints upon the devolution of political power from the center to the lower levels of government. It also discusses the distribution of power and authority to governments of opposition parties within the context of a more open political space. Victoria Rodríguez uncovers a new paradox in the Mexican political system: retaining power by giving it away. She argues that since the de la Madrid presidency (1982–1988), the Mexican government has embarked upon a major effort of political and administrative decentralization as a means to increase its hold on power. That effort continued under Salinas, but paradoxically led to further centralization. However, since Zedillo assumed the presidency, it has become increasingly clear that the survival of the ruling party and, indeed, the viability of his own government require a genuine, de facto reduction of centralism.

This edited collection proposes a common good approach to development theory and practice. Rather than focusing on the outcomes or conditions of development, the contributors concentrate on the quality of development processes, suggesting that a common good dynamic is key in order to trigger development. Resulting from more than three years of research by an international group of over fifty scholars, the volume advocates for a modern understanding of the common good—rather than a theological or metaphysical good—in societies by emphasising the social practice of ‘commoning’ at its core. It suggests that the dynamic equilibrium of common goods in a society should be at the centre of development efforts. For this purpose, it develops a matrix of common good dynamics, accounting for how institutions, social norms and common practices interconnect by identifying five key drivers not only of development, but human development (agency, governance, justice, stability, humanity). Based on this matrix, the contributors suggest a possible metric for measuring the quality of these dynamics. The last section of the book highlights the possibilities enabled by this approach through a series of case studies. The concept of the common good has recently enjoyed a revival and inspired practitioners keen to look beyond the shortcomings of political and economic liberalism. This book builds on those efforts to think beyond the agenda of twentieth-century development policies, and will be of interest to those working in the fields of development, economics, sociology, philosophy and political science.
