Early Childhood Development in Tonga offers a comprehensive assessment of early child development across Tonga using the Tongan Early Human Capability Index instrument. The data has information on more than 6,600 children, ages three to five, living across 36 inhabited islands, and reported for 129 communities. On the basis of population figures from the Tongan census data collection provided by the Tonga Department of Statistics, 81 percent of three- to five-year-olds participated in the Tongan Early Human Capability Index. The report details the development of the instrument used to collect the child development data to ensure cultural validity and local relevance, while still capturing the fundamental aspects of child development that are consistent across countries and cultures. As well as the development of the instrument, other countries will also be interested in learning about h the method of data collection across a country with remote and isolated islands using an innovative partnership between health and education. Using existing systems and community governance structures, the data was not only collected but also disseminated back to communities to raise awareness and prompt community and government mobilization to support early child development. The process of developing and implementing the Tongan Early Human Capability Index across Tonga helped build national and district capacity, and is encouraging the establishment of community-based supports for children. Researchers, policy makers, and practitioners as well as advocates for the development and enhancement of systems to monitor early child development worldwide will find this publication highly significant.

This report presents an analysis of the Early Childhood Development (ECD) programs and policies which affect young children in the Kingdom of Tonga. This report is part of a series of reports prepared by the World Bank using the Systems Approach for Better Education Results (SABER)-ECD framework and includes analysis of early learning, health, nutrition and social and child protection policies and interventions in the Kingdom of Tonga and regional and international comparisons. Tonga is a lower-middle-income country with a population of 104,509, of which approximately 13 percent are below the age of 5. SABER-ECD collects, analyzes and disseminates comprehensive information on ECD policies around the world. In each participating country, extensive multi-sectoral information is collected on ECD policies and programs through a desk review of available government documents, data and literature, and interviews with a range of ECD stakeholders, including government officials, service providers, civil society, development partners and scholars. The SABER-ECD framework presents a holistic and integrated assessment of how the overall policy environment in a country affects young children's development. SABER-ECD identifies three core policy goals that countries should address to ensure optimal ECD outcomes: establishing an enabling environment, implementing widely and monitoring and assuring quality. Improving ECD requires an integrated approach to address all three goals.

South Asia by now has consolidated its position as fastest growing developing region in the world. Against the backdrop of relative external stability and some monetary policy space, growth is expected to continue a gradual acceleration on the back of strong investment performance and a return to solid contributions from export growth. India remains the motor of the region and on its way closer to 8 percent real GDP growth, though on a relatively more gradual path than previously anticipated. At the same time, economies across the region will have to tackle fading tailwinds and face ever more binding domestic constraints in the form of persistently high fiscal deficits together with high debt levels as well as some vulnerabilities in the financial sector. The focus section of this report will delve deeper into evaluating the quality of fiscal consolidation and policy, trying to assess short and longer term impact across major South Asian economies.

This thesis is a small scale qualitative research that explores the experiences, views and narratives of Tongan families who have a child with a disability within an Early Childhood Education (ECE) setting in Aotearoa New Zealand. The purpose of this study is to build on existing literature and research, albeit small, and provide insight into the cultural frameworks, values and principles that underpin the anga faka-Tonga – Tongan culture. This research is the first of its kind with reference to Tongan families and children with a disability within an ECE setting in Aotearoa New Zealand, in particular akoteu – Tongan ECE centres. The conceptual framework that underpins this research incorporates Pasifika methodologies. The kakala model is used to describe the processes of research, including the selection of participants, data collection and analysis. The notions of mālie and māfana are employed. These were deemed to be culturally appropriate for this research and its participants. The findings identified the importance of anga faka-Tonga, its values, and the Christian faith for families, and their appreciation for the incorporation of these at their child’s akoteu. The findings also highlighted the need for teachers to be culturally responsive, and provide a learning environment that fosters children’s development. Of particular interest was the ways in which families within this study expressed their perceptions of children as a tāpuaki mei he ‘Otua – a blessing from God. It is envisaged that this study will contribute to the existing research and literature on families’ experiences within the ECE setting, with particular emphasis on Tongan families who have a child with a disability. It is anticipated that this study will provide strategies for how to work more effectively with Tongan families and their children. It is hoped that through this study, ideas may arise to further research within this area.

Faa‘imata represents the traditional home of Kava, a significant figure and source of Tongan culture. Thus, as in the legend of the origin of Kava, Faa‘imata connotes a place where great sacrifices have been laid to honour authority and yet also where kingly favours have been granted that covered shortcomings and inadequacies. More significantly, it marks a place where new beginnings and new legacies can sprout. Therefore the Road to Faa‘imata represents the many facets and multiple interpretations of the pathways and passages traversed by each of the Tonga High School ex-student featured. It represents an equalizer of sorts where students coming from diverse backgrounds and stations in society are provided with empowering opportunities to achieve outcomes that benefit Tonga, reflecting their capacity to absorb, critique and reapply what they have learnt.
