Syria is now one of the most important countries in the world for the documentary film industry. Since the 1970s, Syrian cinema masters played a defining role in avant-garde filmmaking and political dissent against authoritarianism. After the outbreak of violence in 2011, an estimated 500,000 video clips were uploaded making it one of the first YouTubed revolutions in history. This book is the first history of documentary filmmaking in Syria. Based on extensive media ethnography and in-depth interviews with Syrian filmmakers in exile, the book offers an archival analysis of the documentary work by masters of Syrian cinema, such as Nabil Maleh, Ossama Mohammed, Mohammed Malas, Hala Al Abdallah, Hanna Ward, Ali Atassi and Omar Amiralay. Joshka Wessels traces how the works of these filmmakers became iconic for a new generation of filmmakers at the beginning of the 21st century and maps the radical change in the documentary landscape after the revolution of 2011. Special attention is paid to the late Syrian filmmaker and pro-democracy activist, Bassel Shehadeh, and the video-resistance from Aleppo and Raqqa against the regime of President Bashar al-Assad and the Islamic State. This report aims to document and evaluate the outcomes of the regional workshop on “Syrian Refugees and Integration of Syrians” held in İstanbul in February 2017. The workshop was organized by the Global Labour University (GLU) Alumni Network in Turkey in collaboration with International Centre for Development and Decent Work (ICDD), the University of Kassel, German Academic Exchange Service (DAAD), International Labour Organization (ILO), Global Labour University (GLU), Boğaziçi University Centre for Educational Policy Studies (BEPAM) and Friedrich-Ebert-Stiftung (FES) Turkey Office, with particular focus on the composition and narratives of the Syrian refugees through the “fishbowl session”. The report finds that Syrian refugees have a very difficult life in Turkey in terms of working conditions, living conditions, discrimination, bureaucracy, lack of enough regulation, child education, language barriers etc. One of the most important concerns for Syrian refugees is child labour. Owing to unemployment of Syrian adults, most parents are forced to send their kids to work. With ineffective state control on employment and labour market, employers prefer to recruit children who are paid low wages, thereby enabling them to make higher profits. The other problems Syrian refugees face in the labour markets are low wages, long working hours, employment without social insurance, late payment or non-payment of the wages, discrimination at the workplace, etc. Regarding accommodation, majority of the Syrian refugees live in a populous household, paying higher rents for lower quality houses in comparison with domestic people. In addition, the situation of Syrian refugees in Turkey has a strong gender dimension. The Syrian females work as precarious workers at the workplace. They are the most affected and vulnerable workers. In addition, Syrian female refugees also take the responsibility of the education of the children who face different types of discrimination at school, with which again Syrian female refugees have to struggle. These problems have created barriers for Syrian refugees in exercising their rights at the workplace and in taking services from public institutions including healthcare and education. Besides, as findings show, the Syrian refugees are placed in the lowest strata of the labour markets of Turkey.

Legal precarity, mobility, and the criminalization of migrants complicate the study of forced migration and exile. "The situation in Syria poses an acute-some might say existential-challenge to the international community's commitment to justice and accountability. It also marks the abject failure of the international system of peace and security erected in the post-World War II period. The Security Council has been almost entirely incapacitated by the propensity of Russia to wield its veto against nearly every coercive measure of any consequence, including legal accountability, that might be imposed on the regime of Syrian President Bashar Al-Assad. As a result, other actors, within and outside of the United Nations, have endeavored to find inventive ways around this geopolitical impasse. This forced creativity has generated a number of innovative institutions, legal arguments, and investigative techniques aimed at advancing justice and accountability for Syria, wherever possible. The book's subtitle-Water Always Finds Its Way-reflects this idea that the quest for justice is inexorable. Just as water eventually finds its way through cracks and around obstacles, even if at a trickle, so too will justice. Virtually every international crime that forms part of the international penal code-a mélange of customary international law and treaty provisions-has been committed in and around Syria. The Syrian people have witnessed and been subjected to deliberate, indiscriminate, and disproportionate attacks; the misuse of conventional, unconventional, and improvised weapon systems; industrial-grade custodial abuses in a vast network of formal and informal prisons; unrelenting siege warfare; the denial of humanitarian aid and what appears to be the deliberate use of starvation as a weapon of war; sexual violence, including the sexual enslavement of Yezidi women and girls trafficked from Iraq and the sexual torture of detained men and boys; and the intentional destruction of irreplaceable cultural property. The civil war in Syria—which has claimed more than 600,000 lives and displaced over half of the country’s population since 2011—is an enormously complex conflict. The combatants include a wide array of state and nonstate forces, both Syrian and international. For some, it is a fight for dignity and democracy; for others, a sectarian or communal conflict; still others see it as a fight against terrorism or a consequence of foreign interference.
