The vast majority of the world's poorest households depend on farming for their livelihoods. During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors and within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets appeared approximately 20 years ago. Since then, the Organisation for Economic Co-operation and Development had provided estimates each year of market distortions in high-income countries, but there have been no comparable estimates for the world's developing countries. This volume is the third in a series (other volumes cover Africa, Europe's transition economices, and Latin America and the Caribbean) that not only fills that void for recent years but extends the estimates in a consistent and comparable way back in time and provides analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Asia' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the 12 largest economies of East and South Asia. Together these countries constitute more than 95 percent of the region's population, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms since the 1980s, most notably in China and India. Nonetheless, numerous price distortions in this region remain and others have added in recent years. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.
Agricultural mechanization in Africa south of the Sahara — especially for small farms and businesses — requires a new paradigm to meet the needs of the continent’s evolving farming systems. Can Asia, with its recent success in adopting mechanization, offer a model for Africa? An Evolving Paradigm of Agricultural Mechanization Development analyzes the experiences of eight Asian and five African countries. The authors explore crucial government roles in boosting and supporting mechanization, from import policies to promotion policies to public good policies. Potential approaches presented to facilitating mechanization in Africa include prioritizing market-led hiring services, eliminating distortions, and developing appropriate technologies for the African context. The role of agricultural mechanization within overall agricultural and rural transformation strategies in Africa is also discussed. The book’s recommendations and insights should be useful to national policymakers and the development community, who can adapt this knowledge to local contexts and use it as a foundation for further research.

Together these countries comprise over 90 percent of the Europe and Central Asia region's population and GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the dissolution of the Soviet Union in 1991, but price distortions remain. Vietnam’s shift to a market-based society has brought about profound realignments in its people’s relations with each other. As the nation continues its retreat from the legacies of war and socialism, significant social rifts have emerged that divide citizens by class, region and ethnicity. By drawing on social connections as a traditional resource, Vietnamese are able to accumulate wealth, overcome marginalisation and achieve social mobility. However, such relationship-building strategies are also fraught with peril for they have the potential to entrench pre-existing social divisions and lead to new forms of disconnectedness. This book examines the dynamics of connection and disconnection in the lives of contemporary Vietnamese. It features 11 chapters by anthropologists who draw upon research in both highland and lowland contexts to shed light on social capital disparities, migration inequalities and the benefits and perils of gift exchange. The authors investigate ethnic minority networks, the politics of poverty, patriotic citizenship, and the ‘heritagisation’ of culture. Tracing shifts in how Vietnamese people relate to their consociates and others, the chapters elucidate the social legacies of socialism, nation-building and the transition to a globalised market-based economy. With compelling case studies and including many previously unheard perspectives, this book offers original insights into social ties and divisions among the modern Vietnamese.
When a populist movement elected Thaksin Shinawatra as prime minister of Thailand in 2001, many of the country’s urban elite dismissed the outcome as just another symptom of rural corruption, a traditional patronage system dominated by local strongmen pressuring their neighbors through political bullying and vote-buying. In Thailand’s Political Peasants, however, Andrew Walker argues that the emergence of an entirely new socioeconomic dynamic has dramatically changed the relations of Thai peasants with the state, making them a political force to be reckoned with. Whereas their ancestors focused on subsistence, this generation of middle-income peasants seeks productive relationships with sources of state power, produces cash crops, and derives additional income through non-agricultural work. In the increasingly decentralized, disaggregated country, rural villagers and farmers have themselves become entrepreneurs and agents of the state at the local level, while the state has changed from an extractor of taxes to a supplier of subsidies and a patron of development projects. Thailand’s Political Peasants provides an original, provocative analysis that encourages an ethnographic rethinking of rural politics in rapidly developing countries. Drawing on six years of fieldwork in Ban Tiam, a rural village in northern Thailand, Walker shows how analyses of peasant politics that focus primarily on rebellion, resistance, and evasion are becoming less useful for understanding emergent forms of political society.
Using a political-economic approach supplemented with insights from human ecology, this volume analyzes the long-term dynamics of food security and economic growth. The book begins by discussing the nature of preindustrial food crises and the changes that have occurred since the 19th century with the ascent of technical science and the fossil fuel revolution. It explains how these changes improved living standards but that the realization of this improvement was usually dependent on government support for smallholder modernization. The author sets out how the evolution of food security in different regions has been influenced by farm policy choices and how these choices were shaped by local societal characteristics, international relations and changing configurations in metropolitan countries. Separate chapters are devoted to the interaction of this evolution with debates on food security and economic growth and with international economic policies. The final chapters highlight the new challenges for global food security that will arise as traditional sources of biomass production and the more easily extractable reserves of fossil biomass become depleted or can no longer be used. Overall, the book emphasizes the inadequacy of current explanations with regard to these challenges. It explores what is needed to ensure a sustainable future and calls for a rethinking of these issues; a necessary reflection in today's unstable global political situation.

Over the past few decades, some countries in Asia have been more successful than others in addressing poverty and malnutrition. The key question is what policies, strategies, legislation and institutional arrangements have led to a transformed agricultural sector, effectively contributing to poverty alleviation and addressing malnutrition. The great majority of national policymakers within and outside the Asia-Pacific region are keen to understand the causes of agricultural development and transformation in successful countries in Asia. A large number of studies have been conducted and some of them link specific public policies and interventions to successful agricultural transformation. However, there seems to be lack of focus on the policy, legislative and institutional environments that have enabled or impeded agricultural transformation in Asia. National policymakers are likely to benefit significantly from adequate and convincing information on successful and relevant experiences in successful transformation. Countries are interested in what their neighbours and peers have done, and why some have achieved impressive results. The main purpose of this study is to take stock of public sector experiences in facilitating and enabling agricultural transformation in selected countries in Asia. The study focuses on key public sector interventions, in particular policies, legislation and institutional innovations, because these areas have so far not been adequately researched.
