The study of the political economy of development in India is significant as India has emerged as one of the fastest-growing countries during the last three decades and the rate of economic growth and poverty reduction have not been matched in India’s subnational states. Although the Union Government has introduced and implemented several economic reforms since 1991 to enhance the economic development, the results of implantation have varied. Governance and Development in India compares two Indian subnational states, Andhra Pradesh and Bihar. The book does not consider the state as an aggregate entity; rather, it disaggregates the state relationally and spatially. Concentrating on the micro-institutional variables and the role of regional elites, the author investigates the political roots of the divergence of development trajectories among India’s subnational states since liberalization, as an essential aspect of the political economy of development in India. The book explores the black box of the multi-layered state of India and interactions among the Central Government, the states, regional leaders and other stakeholders and explains why the regional leaders have pursued divergent economic strategies using the analytical narrative research method and the subnational comparative research method. This book offers a comprehensive analysis of the administration in India from independence to date. It has been often said, even by dispassionate observers, that our economic policies built on ideological considerations and economic assumptions are far removed from the realities of our situation. For more than three decades, we have been striving to design an economic policy and a planning procedure that are distinctly Indian, but the effort has often resulted in only mixing and merging borro wed ideas and experiences. However, whatever may have been the ideological elements influencing the thinking on economic policies in the formative period of the pre-independence days, the situation has changed considerably in the actual formation of economic policies since Independence, and the effort has been not to be too closely identified with any ideology, but to work out a policy that will draw upon all these ideological positions. To what extent we have succeeded, required a detailed examination. Accordingly, I brought out, a few years ago, a treatise on 'India's Economic Policies' which continues to be extremely popular, with the inteIlec tual elite, the world over. In this, the learned contributors, dwelt at length on the different aspects of India's Economic Policies from 1947-77, and brought out the strength and weaknesses of the Indian economic scene. The present work on 'India's Economic Development Strategies' is born out of the conviction that what India needs now is a set of strategies, which are a consistent set of policies, and that there is an urgent need for the same in Indian Planning.
India’s urbanization differs markedly from that of the more developed regions.While urban growth in the more developed regions is slowing down, India’surbanization is moving with a speedy pace. India has been facing a serious problemof the rapid rise of population since the last seven decades. The huge size of urbanpopulation population has reached nearly 400 million now, while until the nineteenthcentury no developed country had a population of more than 100 million. Only a few metropolises dominate the remainder of the country so excessivelythat they prevent other parts from developing, causing increasing regionalimbalance. The rapidly increasing population requires a commensurate increasein the number of jobs in urban areas, if this population is not to starve or bereduced to total dependence. The expansion in the industrial sector of the economyhas lagged far behind the population growth. This has resulted in increasingunemployment, slums, deterioration in urban living, crime, political tension, povertyand similar other problems. It appears that India is likely to confront still greaterurban problems in future. With the hasty rise of population the quality of life inbig cities has deteriorated quite significant.
