This volume contains all papers presented at the Eighth European Meeting on Cybernetics and Systems Research. 169 draft papers were submitted for evaluation. In the process of careful refereeing, 33 papers were rejected and the remaining authors were invited to submit final papers. Out of these, 119 were accepted for presentation at the conference and publication in this volume. These papers were prepared by 173 scientists, authors and co-authors, from 22 European and non-European countries, with different cultural, social, and economic structures. Everybody tried hard to make this conference and its proceedings a true representation of state-of-the-art research worldwide: The members of the Programme Committee and the Chairmen of the Symposia were selected among the ~internationally leading scientists. Great care was taken not to make this conference a "European" or even "Austrian" one. We are happy and proud to hear that these "European Meetings" (the name is a purely traditional one) are recognized as the internationally leading conferences in cybernetics and systems research. Important scientists from allover the world carefully prepare their papers, containing their most recent research findings, and then enjoy the discussions with their co 11 eagues.

Introduction to Economic Cybernetics introduces the reader to economic cybernetics, that is, the application of the principles of the theory of automatic control to the problems of managing the economic processes, and particularly the processes in a socialist economy. Topics covered include the general principles of regulation and control; cybernetic schemata of the theory of reproduction; the theory of stability of regulation systems; and a generalization of the theory of regulation. Agricultural systems are uniquely complex systems, given that agricultural systems are parts of natural and ecological systems. Those aspects bring in a substantial degree of uncertainty in system operation. Also, impact factors, such as weather factors, are critical in agricultural systems but these factors are uncontrollable in system management. Modern agriculture has been evolving through precision agriculture beginning in the late 1980s and biotechnological innovations in the early 2000s. Precision agriculture implements site-specific crop production management by integrating agricultural mechanization and information technology in geographic information system (GIS), global navigation satellite system (GNSS), and remote sensing. Now, precision agriculture is set to evolve into smart agriculture with advanced systematization, informatization, intelligence and automation. From precision agriculture to smart agriculture, there is a substantial amount of specific control and communication problems that have been investigated and will continue to be studied. This thesis provides a systematic and integral answer to an open problem concerning the universality of dynamic fuzzy controllers. It presents a number of novel ideas and approaches to various issues including universal function approximation, universal fuzzy models, universal fuzzy stabilization controllers, and universal fuzzy integral sliding mode controllers. The proposed control design criteria can be conveniently verified using the MATLAB toolbox. Moreover, the thesis provides a new, easy-to-use form of fuzzy variable structure control.
