Some fifty thousand Soviets visited the United States under various exchange programs between 1958 and 1988. They came as scholars and students, scientists and engineers, writers and journalists, government and party officials, musicians, dancers, and athletes—and among them were more than a few KGB officers. They came, they saw, they were conquered, and the Soviet Union would never again be the same. Cultural Exchange and the Cold War describes how these exchange programs (which brought an even larger number of Americans to the Soviet Union) raised the Iron Curtain and fostered changes that prepared the way for Gorbachev's glasnost, perestroika, and the end of the Cold War. This study is based upon interviews with Russian and American participants as well as the personal experiences of the author and others who were involved in or administered such exchanges. "During the Cold War, the governments of the United States and the Soviet Union developed cultural exchange programs, in which they sent performing artists abroad in order to generate goodwill for their countries. Ballet companies were frequently called on to serve in these programs, particularly in the direct Soviet-American exchange. This book analyzes four of the early ballet exchange tours, demonstrating how this series of encounters changed both geopolitical relations and the history of dance. The ballet tours were enormously popular. Performances functioned as an important symbolic meeting point for Soviet and American officials, creating goodwill and normalizing relations between the two countries in an era when nuclear conflict was a real threat. At the same time, Soviet and American audiences did not understand ballet in the same way. As American companies toured in the Soviet Union and vice-versa, audiences saw the performances through the lens of their own local aesthetics. In 1950 the Soviet Union and the People's Republic of China signed a Treaty of Friendship, Alliance, and Mutual Assistance to foster cultural and technological cooperation between the Soviet bloc and the PRC. While this treaty was intended as a break with the colonial past, Austin Jersild argues that the alliance ultimately failed because the enduring problem of Russian imperialism led to Chinese frustration with the Soviets. Jersild zeros in on the ground-level experiences of the socialist bloc advisers in China, who were involved in everything from the development of university curricula, the exploration for oil, and railway construction to piano lessons. Their goal was to reproduce a Chinese administrative elite in their own image that could serve as a valuable ally in the Soviet bloc's struggle against the United States. Interestingly, the USSR's allies in Central Europe were as frustrated by the "great power chauvinism" of the Soviet Union as was China. By exposing this aspect of the story, Jersild shows how the alliance, and finally the split, had a true international dimension.

"During the Cold War, thousands of musicians from the United States traveled the world under the sponsorship of the U.S. State Department's Cultural Presentations program. Using archival documents and newly collected oral histories, this study illuminates the reception of these musical events, for the practice of musical diplomacy on the ground sometimes differed substantially from what the department's planners envisioned. Performances of music in many styles--classical, rock 'n' roll, folk, blues, and jazz--were meant to compete with traveling Soviet and Chinese artists, enhancing the reputation of American culture.
