In Amoral Communities, Mila Dragojević examines how conditions conducive to atrocities against civilians are created during wartime in some communities. She identifies the exclusion of moderates and the production of borders as the main processes. In these places, political and ethnic identities become linked and targeted violence against civilians becomes both tolerated and justified by the respective authorities as a necessary sacrifice for a greater political goal. Dragojević augments the literature on genocide and civil wars by demonstrating how violence can be used as a political strategy, and how communities, as well as individuals, remember episodes of violence against civilians. The communities on which she focuses are Croatia in the 1990s and Uganda and Guatemala in the 1980s. In each case Dragojević considers how people who have lived peacefully as neighbors for many years are suddenly transformed into enemies, yet intracommunal violence is not ubiquitous throughout the conflict zone; rather, it is specific to particular regions or villages within those zones. Reporting on the varying wartime experiences of individuals, she adds depth, emotion, and objectivity to the historical and socioeconomic conditions that shaped each conflict. Furthermore, as Amoral Communities describes, the exclusion of moderates and the production of borders limit individuals' freedom to express their views, work to prevent the possible defection of members of an in-group, and facilitate identification of individuals who are purportedly a threat. Even before mass killings begin, Dragojević finds, these and similar changes will have transformed particular villages or regions into amoral communities, places where the definition of crime changes and violence is justified as a form of self-defense by perpetrators.
Through theoretical discussions and case studies, this volume explores how processes of contestation about knowledge, norms, and governance processes shape efforts to promote sustainability through international environmental governance. The epistemic communities literature of the 1990s highlighted the importance of expert consensus on scientific knowledge for problem definition and solution specification in international environmental agreements. This book addresses a gap in this literature – insufficient attention to the multiple forms of contestation that also inform international environmental governance. These forms include within-discipline contestation that helps forge expert consensus, inter-disciplinary contestation regarding the types of expert knowledge needed for effective response to environmental problems, normative and practical arguments about the proper roles of experts and laypersons, and contestation over how to combine globally developed norms and scientific knowledge with locally prevalent norms and traditional knowledge in ways ensuring effective implementation of environmental policies. This collection advances understanding of the conditions under which contestation facilitates or hinders the development of effective global environmental governance. The contributors examine how attempts to incorporate more than one stream of expert knowledge and to include lay knowledge alongside it have played out in efforts to create and maintain multilateral agreements relating to environmental concerns. Indigenous people in Latin America have mobilized in unprecedented ways - demanding recognition, equal protection, and subnational autonomy. These are remarkable developments in a region where ethnic cleavages were once universally described as weak. Recently, however, indigenous activists and elected officials have increasingly shaped national political deliberations. Deborah Yashar explains the contemporary and uneven emergence of Latin American indigenous movements - addressing both why indigenous identities have become politically salient in the contemporary period and why they have translated into significant political organizations in some places and not others. She argues that ethnic politics can best be explained through a comparative historical approach that analyzes three factors: changing citizenship regimes, social networks, and political associational space. Her argument provides insight into the fragility and unevenness of Latin America's third wave democracies and has broader implications for the ways in which we theorize the relationship between citizenship, states, identity, and social action.
"When sociologist Georgiann Davis was a teenager, her doctors discovered that she possessed XY chromosomes, marking her as intersex. Rather than share this information with her, they withheld the diagnosis in order to "protect" the development of her gender identity; it was years before Davis would see her own medical records as an adult and learn the truth. Davis' experience is not unusual. Many intersex people feel isolated from one another and violated by medical practices that support conventional notions of the male/female sex binary which have historically led to secrecy and shame about being intersex. Yet, the rise of intersex activism and visibility in the US has called into question the practice of classifying intersex as an abnormality, rather than as a mere biological variation. This shift in thinking has the potential to transform entrenched intersex medical treatment. In Contesting Intersex, Davis draws on interviews with intersex people, their parents, and medical experts to explore the oft-questioned views on intersex in medical and activist communities, as well as the evolution of thought in regards to intersex visibility and transparency. She finds that framing intersex as an abnormality is harmful and can alter the course of one's life. In fact, controversy over this framing continues, as intersex has been renamed a 'disorder of sex development' throughout medicine. This happened, she suggests, as a means for doctors to reassert their authority over the intersex body in the face of increasing intersex activism in the 1990s and feminist critiques of intersex medical treatment. Davis argues the renaming of 'intersex' as a 'disorder of sex development' is strong evidence that the intersex diagnosis is dubious. Within the intersex community, though, disorder of sex development terminology is hotly disputed; some prefer not to use a term which pathologizes their bodies, while others prefer to think of intersex in scientific terms. Although terminology is currently a source of tension within the movement, Davis hopes intersex activists and their allies can come together to improve the lives of intersex people, their families, and future generations. While the term ‘Europe’ was used sporadically in ancient and medieval times, it proliferated between the fifteenth and sixteenth centuries, and gained a prevalence in the seventeenth and eighteenth centuries which it did not possess before. Although studies on the history of the idea of Europe abound, much of the vast body of early modern sources has still been neglected. Assuming that discourses tend to transcend linguistic, historical and generic boundaries, this book has gathered experts from various fields of study who examine vernacular and Latin negotiations of Europe from the late fifteenth to the early eighteenth century. This multi-angled approach serves to identify similarities and differences in the discourses on Europe within their different national and cultural communities. Irregular migrants complicate the boundaries of citizenship and stretch the parameters of political belonging. Comprised of refugees, asylum seekers, "illegal" labor migrants, and stateless persons, this group of migrants occupies new sovereign spaces that generate new subjectivities. Investigating the role of irregular migrants in the transformation of citizenship, Anne McNevin argues that irregular status is an immanent (rather than aberrant) condition of global capitalism, formed by the fast-tracked processes of globalization. McNevin casts irregular migrants as more than mere victims of sovereign power, shuttled from one location to the next. Incorporating examples from the United States, Australia, and France, she shows how migrants reject their position as "illegal" outsiders and make claims on the communities in which they live and work. For these migrants, outsider status operates as both a mode of subjectification and as a site of active resistance, forcing observers to rethink the enactment of citizenship. McNevin connects irregular migrant activism to the complex rescaling of the neoliberal state. States increasingly prioritize transnational market relations that disrupt the spatial context for citizenship. At the same time, states police their borders in ways that reinvigorate territorial identities. Mapping the broad dynamics of political belonging in a neoliberal era, McNevin provides invaluable insight into the social and spatial transformation of citizenship, sovereignty, and power.
