La investigacion analiza la problematica de la gestion del agua en el Peru, en la perspectiva de encontrar pautas y propuestas para disenar una estrategia global acertada y coherente de politicas de adaptacion a los efectos del cambio climatico sobre la oferta de recursos hidricos en el Peru. Parte de la situacion del proceso de cambio climatico global, concluyendo que es un proceso en curso y en aceleracion, de graves efectos e impactos, que seran irreversibles sino se toma compromisos serios hoy. Los pobres son los mas vulnerables y los mas afectados. Estudia en particular los efectos del cambio climatico sobre los recursos hidricos en el Peru, concluyendo que lo mas critico son las crecientes amenazas de eventos hidrometeorologicos extremos. Analiza causalmente los conflictos por el agua. No encuentra evidencia que sean principalmente generados por la escasez de agua, sino por la prevalencia de problemas estructurales nacionales y por la percepcion de amenaza que tienen los actores sociales locales."
